Speaking points on follow-up and review at the global level of the 2030
Agenda, in response to the guiding questions of the co-facilitators, April 6th -
Norway:
General:
• The resolution should focus on issues that need to be decided on now, for predictability and
planning purposes. For other issues, we should use HLPF 2016 as a trial test case, allowing us
the opportunity to adjust on the basis of lessons learned for later sessions.
• We should not overburden the resolution, and should not overburden HLPF with too many
prescriptions at this stage. The most important must be to make HLPF an attractive and
interactive event for ministers and other high level representatives.
Themes:
• Themes should be cross-cutting. Should be used as a lens through which we can review
progress on all the goals, which would be what is referred to as “thematic reviews”.
• Agree that it will be useful if we could define the themes for the first four year cycle in
advance, but do not have any specific suggestions at this point.
• Open for some form of system to also review the goals in more depth, must then ensure that
all 17 goals are reviewed in the course of a four year cycle.
Inputs to HLPF:
• Should make it simple, not bureaucratic.
• Rather than creating a common template for and/or a synthesis of all inputs, we favour a
portal or website, where all relevant reports and outcomes can be uploaded and
systematized.
Voluntary National Reviews:
• Guidelines: As one of the countries that have volunteered to present our national review at
HLPF in 2016, we appreciate the proposed guidelines in the SG report, which we find useful.
We do not, however, see the need at this stage to adopt any set of common guidelines.
• Presentations: We should use the opportunity at this year’s HLPF to test out different models
and approaches for national presentations, including the use of panels. Both as a test of what
works, and as a way to make the meeting more attractive and interactive.
Outputs:
• Agree with other delegations that we should aim at finishing the negotiations of the
Ministerial declaration ahead of the HLPF meeting.
• A summary of the proceedings at the HLPF would be useful as a supplement.
Coherence ECOSOC – HLPF:
• Agree that the High Level Segment of ECOSOC and the Ministerial Segment of HLPF should be
merged.
