Goals and targets - comments on two Annexes - Norway 28 July
Norway has consistently stated that we cannot ask our leaders to commit to unfinished targets such as those containing "x"s, nor can we ask them to sign on to targets that fall short of existing agreements and commitments. We have therefore supported the work you - the co-facilitators - have undertaken to make technical revisions to a limited number of targets to this effect.
Based on this, we are ready to accept your proposed 20 revisions as a package. Your proposals are not perfect, but they are certainly much better than keeping the unfinished language of the OWG.
Let me add a few specific comments on three of the proposals:
On 14c we prefer your proposed revision. But we are also willing to accept the alternate language, and would like to thank NZ for their efforts to find the broadest possible agreement on this important issue.
Like the EU, we would be willing to engage in a discussion on 15.2. For us, the rationale would be to ensure that the revised version is in line with Aichi, by including also the ambition to halve deforestation by 2020.
We have heard some delegations express concerns on the revised target 6.6. We have some concerns also and would be willing to discuss this also.
But to repeat: We are ready to accept your 20 proposals as a package.
On the LLDC proposals: These proposals came at a rather late stage, and we haven´t really had much time to consider them. But we are listening carefully to the views of other delegations, and are ready to be flexible and consider these as part of the package.
With regard to the chapeau of the OWG report, we think it will look strange for anyone outside this room if we keep the chapeau in addition to the preamble and the declaration. But we are willing to engage in discussions on any of the specific issues addressed in the chapeau in the context of the declaration.
