We have three comments to make on this chapter:
1. We have previously stated that we believe the section on MoI in the declaration should be shortened, and we welcome the proposal made by many to move some of the paras in that section to chapter 3, amended as appropriate.
2. on the links between the post-2015 agenda and Addis, we would like to suggest a few amendments to para 61:
First sentence: we suggest to include "and endorse", in line with yesterday´s GA resolution.
Second sentence: Replace the words "important interlinkages between" with "the importance of" and the word "and" with "for". The sentence would then read: "We recognize the importance of the implementation of the AAAA for the realisation of the SDGs and targets".
3. We are concerned that the way this section is now revised, we are moving in the direction of renegotiating what has just been agreed in Addis.
Paras 63 to 66 represent a selective, and in our view unbalanced, extraction of language from Addis, mainly focusing on what is required at the international level. Language on what is required at the national level is much weaker, in particular regarding DRM and a domestic enabling environment, which are absent in this text. And as Palau pointed out, important issues like tax evasion and Illicit financial flows are also missing. We cannot support this kind of selective picking and choosing from what is a balanced, negotiated package. Rather than balancing the current text with adding additional paras from Addis, we would prefer removing these four paras.
We are, however, open to discuss how the agreement from Addis to launch the TFM at the post-2015 summit should best be reflected.
