Means of Implementation
Norway does not see the need to repeat goal 17 and the targets on MoI twice in the outcome document. Our preference would be to see them as an integrated part of the goal set in section 2, but are open to consider other proposals.
As we already stated on Monday, we believe the section on implementation in the declaration should be significantly shortened. I will not repeat those comments now, beyond stating that the issues contained in Paragraphs 34, 35 and 36 are duly covered both in the Addis outcome document and in the goals and targets and should be removed.
We furthermore think it would make sense to move para 40 on the Global Partnership and para 41 on broad stakeholder engagement to Section 3. Para 41 should also mention that the UN Development System will play a pivotal role in supporting the implementation of the agenda.
Norway support the use of "welcome and fully endorse" in both the declaration and in para 53, as you have suggested. Beyond that, we believe we should avoid duplication of language as much as possible.
