The Netherlands
Statement by the Kingdom of The Netherlands
Joint Session between Financing for Development and Post-2015 Processes
21 April 2015
Introduction
- Thank you to all our co-facilitators for inspiring and challenging us this morning this was much appreciated.
- I was in Washington over the weekend: the SDGs and FfD inspired a very positive discussion there, as reflected by Mr Mohieldin and Mr Nolan.
- We associate ourselves with the EU statement made earlier. In addition I would like to make 3 points.
First: Ambition
- In our Post-2015 house, the Addis Ababa conference will provide the MoI pillar alongside our pillar of goals and targets.
- As the UK representative said: Although the processes have different origins, the substance is very much interrelated.
- That is why we are here together in this room.
- That is why we agreed together to have the Addis Conference ahead of the Post-2015 Summit.
- The level of ambition we set ourselves for Addis is defined by the SDGs. The Open Working Group on SDGs produced a groundbreaking, universal framework of sustainable development outcomes.
- Now we need to match this ambition with financial and non-financial commitments. Here we need to go further than the OWG's MoI commitments.
- In short: The FfD track must provide a comprehensive, coherent and holistic MoI package to meet to the ambition we have set ourselves with the universal agenda of the SDGs.
Second: Deliverables
- We need to agree on a set of specific deliverables to drive the implementation of the SDGs. In this regard we support the five game changing deliverables proposed by the FfD co-facilitators as a very good basis.
- Anchoring these deliverables in the Addis Outcome Document and through initiatives around the FfD Conference will put us on a solid path towards achieving the SDGs.
- We welcome crossregional initiatives with different stakeholders to construct these focused sets of specific measures.
- We need a proof of concept for partnerships on the goals such as on food security and agriculture, water and sanitation, energy and infrastructure. In such partnerships there is a clear role for technology transfer. Addis Ababa should be their starting point.
Third: Inclusion
- Throughout our work we need to keep an eye on the specific needs of LDCs, LLDCs, African countries, fragile and conflict-affected states and SIDs. ODA has an important role here.
- Finally, gender equality should be on our mind throughout. This is after all a process aimed at inclusive development and leaving no one behind.
