Major Group: NGOs
Thank you, Chair,
The NGO Major Group suggests the 3 following additions to the Chairs text:
In the Preamble:
1. Recognizing that Sustainable Consumption and Production is the crosscutting issue
connecting the themes of sustainable development and since people lie at the heart of
problems regarding sustainability and its solutions,
- The full engagement of all Major Groups and all people is essential for achieving
sustainable development goals.
-A process must be developed to invite and include all peoples and stakeholders to
participate in and contribute to implementation of the 10 Year Framework of
Programmes, Action Plans, and Programme Areas.
- A process needs to be implemented to fully involve all partners and stakeholders in
identifying and agreeing on the medium and long-term measures to promote
Sustainable Consumption and Production.
- The Major Groups must be fully represented on the Multi-stakeholder Bureau for the
10 Year Framework of Programmes; and an open and transparent process needs to be
developed to select the representatives.
2. Mindful that an economy measured by degree of consumption and production is in
conflict with the environment, it is urgent to shift to an economy based on the wellbeing
of life in all its forms and expressions and the respect for nature, using among
other things relevant economic indicators and changing ethics and values through
education and outreach.
3. Noting the importance of the public and private sectors in determining sustainability
outcomes, regulatory frameworks must be established for multinational corporations
and accountability measures put in place to ensure that governments fulfill their
commitments and agreements, relating to all of the themes of CSD19.
And an additional item
70f: A financing mechanism for SCP based on polluter pays fees and taxes on the use of
land and natural resources, to be used for the restoration of the natural environment
and a basic income for all.
