Draft LAMG Statement on the Post-2015 process. 18-22 May 2015. FOLLOW-UP AND REVIEW

The message the Local Authorities Major Group brings today is about INTEGRATION:
Sustainable Development Strategies at a national level should be created, implemented and improved, in alignment with local and subnational strategies and plans, to achieve territorial cohesion and coherence of actions across a whole country, region and at the global level.
If it is important to take into account the different national circumstances for review and follow-up, through specific national targets, it is equally fundamental to address differences within national territories, and, when appropriate, to provide sub-national targets and disaggregated reports to feed into periodic national reviews.
Local and subnational governments operate already some of the existing infrastructure on data collection and monitoring, so these should be engaged in national statistical offices to set standards and to harmonize methodologies for data collection and posterior assessment.
Intergovernmental processes should be interconnected in a common and transparent reporting platform in which a variety of stakeholders shall be empowered. A multistakeholders’ mechanism should be put in place to ensure monitoring of implementation and enlarging the ownership of the Post-2015 Agenda.
The HLPF, as the main global reporting mechanism, should further promote a high degree of policy coherence, coordination and cooperation among a variety of stakeholders, bringing together the representatives of the different levels of government to share views and to explore synergies in their agendas, ensuring complementarity of actions and the interconnection of frameworks and themes,
National Council on Sustainable Development shall involve local and sub-national governments, working in close cooperation on decision –making and implementation review processes. We may also consider the experience of the Advisory Committees of Local and Sub-national Governments on the Aichi targets within the framework of the Convention on Biodiversity which could inspire the post-2015 review mechanisms.
All of these concrete initiatives geared to INTEGRATION, will establish a learning process, enabling constant review and effectivelly improving decision making. This proces will allow nations to address critical gaps, strengthening the effectiveness and accountability of the post-2015 process.
We should not be using old methods for new ideas: Follow-up and review of the post-2015 development agenda should go beyond business as usual and include new approaches and actors.
The Local Authorities Major Group is already mobilizing hundreds of mayors and governors across the world to act on the post-2015 who are keen on becoming partners and to share the responsibility of making the post-2015 Agenda a reality and the global transformation that will ensure.
