Excellencies, ladies and gentleman, good morning and thank you Mr. President for convening this session.
The HLPF must be a strong and multi-stakeholder platform that contains a regular follow-up structure as some of our colleagues from other Major Groups have already articulated. It should include an integrated role for MGoS within the regular review, monitoring and data collection functions.
The Farmer’s Major Group would like to encourage the exploration of land use and land change regularly as this is a cross-cutting issue in the SDGs and a nexus approach to this issue would clearly support the objective of leaving no one behind and ensure that development will be environmentally sustainable.
National multi-stakeholder and rights holder initiatives for follow-up and review within the context of a renewed global partnership for development should be established or strengthened where needed. It is imperative that there is the space for non-state actors to provide their input into regular country reviews.
Regional reviews will also be critical for raising awareness of the HLPF, capacity building and for reaching those who are not able to attend UN meetings. Financing and non-financing incentives and mechanisms should be considered to broaden engagement to result in a stronger HLPF, a more accurate data gathering system overall, to build momentum for implementation and a robust review mechanism.
The HLPF must be a strong and transparent forum that encourages and enables the participation of all MGoS. This fundamentally includes timely access to all information, meetings and clear communication throughout.
