Distinguished Co-Chairs Excellencies, Ladies and Gentlemen,
I have the honor to deliver this statement on behalf of LDCs. The Group aligns itself with the statement made by South Africa on behalf of the G77 and China.
We would like to highlight the need for enhanced support to LDCs at the national level mainstreaming, implementation and follow-up; technical and financial support for national statistical capacity building, transparency, accountability and predictability of the implementation of the partnership commitments, and ensuring disintegrated data for LDCs at national and global follow-up and monitoring process.
We would make following proposals
We also call for the following amendments to paragraph 70:
b. They will address progress in implementing the universal goals and targets [Add: in all countries,] including the means of implementation, in a manner which respects their integrated and inter-related nature and the three dimensions of sustainable development [Add: and in ways that ensure that no one is left behind.]
d. They will be open, inclusive, and transparent for all, [ADD: strengthen accountability between states and citizens], and will support [ADD: actively seek] the [meaningful, effective and active] participation of and reporting by all people and all stakeholders [ADD: at all levels, and including the world’s poorest, disadvantaged and marginalized groups.]
Add to paragraph 75 at the end.
These reviews should include an assessment of outcomes for all economic and social groups, including women and girls, to ensure that no one is being left behind. The reviews should also establish interim equity targets. Such reviews should draw on contributions from National governments should strive to meaningfully, effectively and actively engage a wide range of stakeholders in their national review processes,

We propose the following after paragraph 78: add at the end :
It should focus on progress for the social and economic group that are the furthest behind. It should trace and highlight the most significant changes in the lives of people during the time frame considered.
We note that there is nothing in this document about resourcing of the HLPF. We suggest to add after revised paragraph 78 the following:
[ we commit to ensuring that the HLPF is sufficiently resourced and supported to perform this role, including through sufficient time allocated for meetings and a secretariat with the necessary capacity and expertise to support thematic and country reviews.]
84 bis We decide to establish a trust fund to support the participation of LDCs in the work of the HLPF at all levels including in activities related to the preparation of their participation in the work of the HLPF in liaison with relevant UN agencies, funds and programmes.
