Mr. Chairman,
Allow me to start with offering you words of congratulation on
your election to the office of the Chairman of the 14 session of the
Commission and to wish successful accomplishment of your mission.
Attaining sustainable development is a key to the global
sustainability. One of the important aspects in achieving by developing
countries sustained economic growth and development is facilitation
access and transfer of environmentally sound and economically viable
technologies.
Kazakhstan supports outcomes of the Asia -Pacific regional
implementation meeting, held in Bangkok on January 2006, and calls
upon Commission to take fully into consideration recommendations of
that meeting during this session.
As it was pointed out in the report of that meeting the challenging
issues for the region of Central Asia include among others, cooperation to
enable capacity building, technology transfer and use, diversification of
the energy mix. Kazakhstan is fully committed to promoting sustainable
development and takes measures to improve ecological efficiency of its
economic development pattern.
Kazakhstan as one of the fast growing suppliers of energy
resources to the world market makes every effort to contribute to the
world energy safety and sustainable development by increasing its oil
production. We support conclusions of the Secretary-General contained
in the report ?Energy for sustainable development, industrial
development, air pollution and climate change? that a reliable energy
supply will require increased investments in and support for upstream and
downstream infrastructures, including oil production infrastructures.
The challenge of diversification to reduce dependency of the
economy on oil and gas exports requires huge investments in a new
technologies, equipment and human resources. Hence, assistance to
developing countries in implementation of diversification programmes is
of paramount importance.
Kazakhstan adopted in 2003 ?Strategy for industrial-innovative
development? intended for diversification of our economy. In order to
improve management in the sphere of industrial-innovative development
the special ?Fund for sustainable development - Kazyna? has been
established in March 2006. A number of new national development
agencies like Development Bank, Investment and Innovation Funds have
been established in recent years.
Attaining ecological sustainability is one of priority tasks of the
Government of Kazakhstan. The Government is planning to adopt this
year ?Ecological code?, which is intended for harmonization the national
ecological law with the international agreements. Adoption of a new
standards and improvement of the state control system in the field of
environment protection are envisaged in a new code. Measures on
environment protection will be directed on development of a new
technologies for industrial enterprises and reconstruction of old ones.
In conclusion, I would like to note that ecologically responsible
approach in dealing with the issues of energy and industrial development
is of most importance for sustainable development and our common goal
is to ensure effective use of available energy resources and development
of new one.
