Statement at CSD13 by Japan about Strengthening the monitoring
and evaluation of water and sanitation services on 13th April 2005
Thank you Chairman. I have two points to highlight on the subject as it
possible policy actions.
The first point is to call to United Nation Secretary General that his
Advisory Board on Water and Sanitation would play further active role as it
mentioned in the report recently submitted by the Task Force for
Millennium Project by monitoring the current situation and providing
high-level policy commentary on progress toward the target, and advising
on strategic direction, identifying critical obstacle to progress and making
recommendation overcoming them to developing countries, donor
countries, to UN system and to all stakeholders.
Although the Advisory Board on Water and Sanitation is beyond the
intergovernmental framework, it is a high-level advisory body on water and
sanitation within UN system. Its activities should be considerable and it
should be in included in the possible policy options of CSD13.
The second point is Portfolio of Water Actions (PWA) and its website
network . It was one of the key outcomes of the Ministerial Conference in
the 3rd World Water Forum. PWA website network was established and
managed to follow up the progress of self-actions by the committed
countries and organizations. Japan is now managing this system, because
Japan was the host country of the 3rd World Water Forum. And we believe
that the PWA website with 525 case studies from all over the world would
be a strong monitoring system and promote concrete water actions. We ?d
like to strongly recommend the utilization of the network continuously and
to be included in the policy options. And we will have a side event to
appeal the importance of PWA at the lunch time of 19th.
