Thank you, Mr. Co-Chair,
Japan believes that, in order to improve the institutional framework for sustainable
development, it is imperative that existing institutions be better utilized and coordination
among them strengthened.
Japan welcomes the initiatives that have been taken toward the latter end, including
promoting greater synergies among multilateral environmental agreements (MEAs), the
UN “Delivering as One” initiative, and establishment of the Environmental Management
Group (EMG).
One of the possible outcomes of Rio+20 on this theme would be introducing effective
coordination and consultation mechanisms within the UN system. One such mechanism
is “a system-wide policy orientation for environmental protection and sustainable
development of the UN system,” as suggested by the Joint Inspection Unit (JIU) in 2008.
With regard to the enhancement of international environmental governance (IEG), Japan
wishes to reiterate the importance of system-wide coherence within the UN system in the
environmental field, as well as the need to make the most of the limited resources
available within the UN system through rationalization and improving the efficiency of
the international agencies concerned.
