Statement on July 28 on MOI
I would like to discuss the implementation section of the declaration and the MOI-GP chapter together. I have provided some initial comments on the Implementation section of the declaration yesterday and I will also articulate those.
First, we fully support the view that the MOI and the global partnership are the key features of the new Agenda that are necessary for its full implementation. Therefore we are happy to emphasise its importance in the document.
Secondly, however, we should strike a balance between such an emphasis with our general agreement to keep the document concise and clear. Since all the MOI are clearly described in Chapter 2 and its importance is reiterated in para 60, we do not want to repeat its substance in the declaration or in other paragraphs of Chapter 3. Also, the declaration and the Chapter 3 should not duplicate each other.
Therefore, in the declaration, we would propose to delete the paragraphs 41 through to 46. In addition, we would propose to move paragraph 47 to Chapter 3 to be merged with 65. We would further propose to merge paragraph 48 with paragraph 84 under follow-up and review, where it fits better. With these deletions, the MOI section of the declaration will now have 3 paragraphs -38, 39 and 40. On para 40, in the first sentence, we would prefer to say “welcome and endorse the outcome document” rather than just “welcome,” since the GA already endorsed it yesterday. We would then delete the second sentence and deal with the linkage in the Chapter 3. The linkage is well described in the first sentence of para 62, which is a copy of para 19 of AAAA.
Coming to Chapter 3, we would delete the paragraphs 61 and the last sentence of 66, according to the same criteria. Para 61 is a repetition of para 40, and I do not think this is necessary. The last sentence of para 66 is also a repetition of target 17.2.
This will leave 59, 60, 62, 63, 65 merged with 47, first part of 66 and 67.
As for the TFM, which is described in para 64 now, we believe that according to the gentlemen's agreement, we would create a new paragraph before 67. The para will start with the second sentence of the current para 64. Then we would copy and paste the bullet points under para 123 of AAAA. This para on TFM, which will replace para 64, may be long, but it will be a complete version to satisfy the gentleman's agreement.
With these recommendations, the document will be streamlined with minimum duplication while keeping the emphasis on the importance of MOI and GP.
Lastly, if the sense of the room is to have more meat in either the MOI section of the declaration or Chapter 3, we will constructively engage in the discussion. However, we are extremely reluctant to repeat the long negotiations we had in and before Addis. And the paragraphs currently in the text, such as 41, 43, 45, 46, are a complete renegotiation of Addis –why should we talk only about ODA and debt and not about DRM and private resources? We all agreed that we do not do the same negotiations twice and we now have both the MOI targets in Chapter 2 as well as the GA-adopted AAAA. We should be happy with both and should not start the same negotiation over again.
