Joint Session between FfD and Post-2015 processes
Follow-up and review

Statement by Mr. Takeshi Osuga, Ambassador,
Deputy Director-General for International Cooperation and Global Issues
Mr. Co-facilitators,
I would like to quickly reiterate Japan’s position on “follow-up and review” focusing on the relationship between that of the two processes of FfD and post-2015. I wish to come back later on the “way forward” and other issues.
Last week on 16 April during the negotiations on Chapter II.H.“Data, monitoring and follow-up”, I stated:
“Japan is of the view that the monitoring and the follow-up of FfD outcome should be an integral part of that of the post-2015 development agenda.”
On 30 January, during the first negotiation of the FfD, I stated:
“Japan believes there is no need to establish a separate and independent monitoring mechanism for FfD. It should be considered in relation to the monitoring and follow-up mechanism for the post-2015 development agenda. We should make full use of existing frameworks at the country-, regional- and global-levels. Limited membership in these frameworks should not be the reason to prevent ourselves from making use of them.”
Finally, on 21 Janurary, during the first meeting of the post-2015, I stated:
“Japan believes that the ideal structure for monitoring at the global level would be to see the High-level Political Forum (HLPF) at the top of the pyramid and to have regional and country level mechanisms linked beneath HLPF in a flexible manner.”
