Statement by the delegate of Israel for the last day of the Post 2015 discussions (7/31/2015)
Thank you co-facilitators,
We would like to join others in expressing our gratitude for your hard work and diligence throughout this process. There is no doubt that there is a positive correlation between your level of exhaustion and the quality of the text.
We will go straight to the point:
1. Preamble- We all have much to gain if we leave this room with a good communication tool. While we think that the original preamble has many important concepts, we believe that the alternate one proposed by the co-facilitators presents a good compromise that balances comprehensibility and conciseness and therefore can support this version.
2. Declaration- We were happy to see that the declaration has been streamlined and made much more concise, especially the MoI section. That said, we still have some concerns, namely the deletion of the reference to the review conferences in para 12, and shared responsibility in para 36. We join others in concern about the definition of the new term in para 20– "internationally recognized human rights" and prefer to delete the words "internationally recognized". In addition, we support the Republic of Korean proposal to add good governance in Para 34. We reiterated we cannot accept the language in the last sentence of Para 34.
3. SDGs- we are happy to see some of the revised targets integrated and while we still prefer the whole package to be included, we can accept it as is for the sake of compromise. However we can support Iceland amendments on target 15.3 , replacing 2020 with 2030.
4. MoI- We welcomes the streamlining of the implementation section in the declaration, but we are still concerned by chapter 3, its length and balance, or lack thereof. In addition, we think that the link to Addis is still lacking the propose balance.
5. Follow up and review- we welcome the clarifications added to this chapter, and particularly the reference to the Addis follow up and review process and its integration with this process.
Finally, co-facilitators, there is no doubt that we are slowly bridging the last few divides, and hope that we can come to a successful conclusion this evening and enjoy a post -less weekend.
