Madam Chair,
At the outset, we would like to associate ourselves with the statement made
by the distinguished representative of Pakistan in his capacity as the
chairman of G-77 and China on the theme engaging our attention.
We believe inter-linkages and cross cutting issues, including the means of
implementation, one obviously the most essential and vital factors for the
realization process of sustainable development and in to achieve the
Millennium Development Goals.
In relation to the chairman?s negotiating document, we are of the view that a
number of issues should be appropriately addressed when dealing with the
implementation of development commitment in the four thematic areas as
follows:
1. With regard to transfer of technology, we underline the importance of
agreement on trade related aspects of intellectual property right.This
matter should be reviewed, taking into account its contribution to
sustainable development. Other initiatives, such as the incentive for
technology transfer, could be considered as one of many policy options.
In this regard, we would like to emphasize the fully implementation of
the Bali Strategic Plan for Capacity Building and Technology Transfer.
2. The implementation of cross cutting issues requires innovative financial
mechanisms for sustainable development. While calling for the
implementation of the Monterrey Consensus, measures that should be
undertaken include better access to funds under multilateral funding
mechanisms, promotion of foreign direct investment, and greater
leverage of public and private resources.
3. At the international level, we would like to encourage the adoption of a
common strategy to scale up efforts in implementing global partnerships
for development and also speedy conclusion of the WTO trade
negotiations.
4. In particular, we wish to highlight the need for enhancing capacity
building of developing countries to achieve implementation of
commitments made in relation to the thematic issues. In this regard, we
call for the renewed commitment of the international community to
support national efforts in achieving the target of education for all by
2015.

To conclude, we would like to emphasize the need for an integrated
approach to implementation of inter-linkages and cross cutting issues, taking
into account the effectiveness of co-benefit of policy options.
