INTERVENTION BY DELEGATION OF INDONESIA
FOR THE 2ND INTERSESSIONAL MEETING OF
THE UNITED NATIONS CONFERENCE FOR SUSTAINABLE DEVELOPMENT
15-16 DECEMBER 2011
STRUCTURE OF THE OUTCOME
Mr. Co-Chair,
The output of Rio+20 that will be reflected in the outcome document
should enable countries to more effectively implement sustainable
development objectives, in order to produce a more balanced and
equitable global economy and society.
As we believe in the principle of “common but differentiated
responsibilities”, the means of implementation from the Rio+20
outcome should take into account the role of countries’ national
institutional system.
The outcome of Rio+20 should accommodate existing political
instruments and national needs, particularly in regard to development,
decent jobs creation, poverty eradication, people’s accessibility to
information, and equitable and sustainable use of resources.
Mr. Co-Chair,
In relation to the structure of the outcome document, we have proposed
the structure that needs to be build under sub titles as have been
highlighted in the Indonesia submission.
We welcome the primary reference for developing a zero draft “focused
political document”, as suggested in the guidance note by the bureau of
the UNCSD Preparatory Process for this Second Intersessional Meeting -
whether modeled in a political declaration accompanied by a separate
action plan or political declaration; or a consensus document having no
separate action plan with the actions integrated into the document.
For Indonesia, two very important aspects of the outcome document
need to be reflected: renewed political commitment and action. This
would create a balance between political ideas and the implementation
dimension. Thus, the outcome of Rio +20 would not only be strong in
will, but also strong in action.
In conclusion, we should aim for the Rio +20 Conference to be
remembered as a historical and groundbreaking conference, and not
just another United Nations Conference.
