Statement by Delegation of the Republic of Indonesia
at the Inter-governmental negotiation on the
Post-2015 Development Agenda
Comments on the New Draft Text

Mr. Co-facilitators,
Firstly, I would like to align my statement with the statement by the representative of South Africa on behalf of the G77 and China.
We would like to extend our thanks and appreciation to you Mr. Co-Facilitators and your distinguished team for the relentless efforts and hard work in preparing this draft outcome document based on the inputs and revision expressed by member states for the past few days.
We share the view that has been fervently affirmed by the G77 and China, that at this juncture, we have said all our position and red-lines and it is now the time to fine-tune the draft outcome document to be adopted – Insha Allah, by end of today.
Mr. Co-facilitators,
We have carefully scanned the current draft, and we are of the view that this draft has managed to bring us to a more advanced position toward the consensus. However we are of the view that there is still a handful of important elements that have not met our concerns and interest. In addition, we are also cautious for any attempts being made to renegotiate on agreed language, or to make extensive drafting and/or changes to the draft.
The Preamble:
We would like to echo our sentiment with the one expressed by Maldives on behalf of the AOSIS last night on the Preamble. Despite my delegation’s consistent view to delete the sub-headings in this preamble, with the spirit of flexibility, our delegation can support the alternative Preamble suggested by co-facilitators, which is the shorter version. Yet, as a Preamble and not a Declaration, the narrative expression in this Preamble needs to be consistent. Therefore we propose the first sentence “We the heads of government” should be replaced with “This agenda.”
The Declaration:
In paragraph 4, we note that a new term is introduced here which we think does not have any added value and on the contrary may present a new confusion. We suggest to delete reference on ‘sections of society’ and the sentence ends with ‘all people’.
In paragraph 12, we request for a stronger reference to the principle of CBDR, since as a universal and transformative agenda, the CBDR principle applies to the entire post-2015 development agenda. We therefore propose to delete the last sentence that said “Principle 7”.
In paragraph 25, my delegation has 2 (two) distinct comments.
First, we believe that we should insert a reference to “developing countries” before the last sentence of paragraph 25, so it will read as follows:
“We will devote resources to developing rural areas and sustainable agriculture and supporting smallholder farmers, especially women farmers, herders and fishers, in developing countries, particularly in least developed countries.”
Secondly, in its 4th line, there is a reference to “, welcoming the Rome Declaration on Nutrition and the Framework for action in this regard”. My delegation is of the view that the issue of food security and nutrition is a multidimensional challenge which go far beyond single declaration. We are therefore not in favor of building a Christmas tree for each and every Goals and targets in this outcome document such as this one. Hence, we request to either delete this reference or replace it with a much more inclusive approach to the issue of food security and nutrition, which reads as follows, in the 4th line: “and we reaffirm the important role and inclusive nature of the Committee on World Food Security in this regard”. We support Maldives who, on behalf of AOSIS yesterday evening, also expressed this concern.
In paragraph 32, to make it consistent with goal 14, my delegation would like to request the insertion of “marine resources” after “oceans and seas” in the second sentence.
With regard to Chapter 2 on Goals and Targets, we commend your approach in addressing the X’s question. My delegation can further support it. We can also support the inclusion of the reference to baseline data as well as the call for increased support and capacity building for strengthening data collection.
Although we would rather like to keep the formulation as originally adopted in the Report of the OWG on SDGs, my delegation see favorably to the revision of target 3.2 and 14.c as a compromise. We will not accept any attempts to reopen substantive negotiation or discussion other targets. On target 17.2, we would like to add the reference to “developing countries, in particular…” before “the least developed countries.”
With regard to Chapter 3 on Means of Implementation, we had expressed our preference toward a more streamlined Chapter 3 Mr. Co-facilitators. Therefore it comes to our surprise that this revised draft brings so many elements from Addis Ababa Action Agenda, in a somewhat cherry-picking manner. This has concerned us that we could fall into a very long session of re-negotiation the already sensitive and divergent issues that had been discussed in Addis Ababa.
We support your approach for paragraph 55, 56 and 57. On paragraph 57, we commend your approach, however, we prefer the formulation as stipulated in paragraph 19 of the Addis Ababa Action Agenda that gives a clearer understanding of this sentiment.
Listening to previous interventions last night that seemed to be keen in adding new concepts and paragraphs under this Chapter, I would reiterate our fervent call to you to streamline this Chapter. We believe that paragraphs 55, 56, 57, and 68 have already been sufficient as the main building blocks of Chapter three. With regard to para 68, however, we feel that paragraph 123 of Addis Ababa Action Agenda on Technology Facilitation Mechanism offers a more comprehensive formulation.
On Chapter Follow up and Review, we note that the new draft text already reflects the discussion taken place during the past two weeks. Indonesia commends the work of the co-facilitators on this chapter on follow up and review.
Finally, allow me to once again, extend our thanks and appreciation for your excellent leadership and hard work dedicated in this process, Mr. Co-Facilitators. We stand ready to contribute constructively toward consensus on this draft outcome document, and we look forward for adopting this Agenda by today, tonight at the very least.
