Statement of Iceland for the discussion on the Declaration of the Post-2015 Development Agenda

We all know that the follow-up and review of our agenda is one of the keys to success. Transparency and accountability to our people will be essential.
I believe we are well on the way towards finalizing this part of our document, but have a few specific points to make regarding the text of this chapter:
We support the key principles in para 57 and welcome the emphasis on non-duplication of work and building on existing processes as reflected in para 57, In addition, we propose that cost-effectiveness be included in our list of principles for the follow-up and review framework. Regarding 57.f, Iceland has been happy to hear the wide recognition of the necessity of disaggregation of data so as to leave no one behind; we have provided in written form a very slight tweaking of this subparagraph, regarding the placement of the phrase “characteristics relevant in national contexts” that we feel should be placed later in this para. Furthermore, subparagraph 57.d would benefit from adding “gender-responsive”, after the word inclusive.
Regarding indicators, co-facilitator, I reiterate our position that indicators are a task for our statistical expert community. This is a highly technical task that should not get politicized and we support any text that reinforces this. We would like to maintain the reference to the deadline of March 2016 that our experts have set themselves for finalizing the indicators, noting that these should be able to change with time.
Co-facilitators, on follow-up and review processes at the national level we believe it will be of the utmost importance that all members of society have the opportunity to contribute in a meaningful way. This will increase our chance of success on leaving no one behind. We therefore suggest to strengthen para 61 a little bit, so as to include a reference to non-governmental organizations, women’s organizations and community-based organizations; as well the UN system.
Finally, co-facilitators; if our agenda is to be truly transformative it needs to be based on the fulfillment of human rights for all. We suggest that in para 64, after General Assembly and ECOSOC; to add a reference to the Human Rights Council, human rights treaty bodies and other bodies of the UN system. The referral in this paragraph to linkages with the follow-up and review arrangements of relevant UN conferences should include the International Conference on Population and Development Beyond 2014 and the Beijing Platform for Action.
