week two: first feed-back on new draft

Co-Facilitators,
Honourable Delegates and colleagues,
Germany aligns itself with the statement delivered by the European Union. In our national capacity we would like to highlight the following aspects:
- First of all I want to add my voice to those who sincerely thank you and your teams for the new draft and thank for the careful considerations which guided the work.
- Second, I would like to underline the need for a preamble which sets out the very essence of the agenda, not only for communication purposes.
- Third, I would like to briefly elaborate on the global partnership. Given that the world with its challenges and potentials has changed and given that a huge number of countries acknowledge that implementation and the according means play a crucial role, we should give the global partnership the space it deserves. The new global partnership is about HOW we work. We have a unique opportunity to make a difference together with a new global

partnership that reflects the paradigm shift to a universal,
transformative and inclusive agenda.
- I would like to stress: We will only be able to achieve the agenda
and the vision it contains through a new global partnership, which should transform and strengthen the way in which the international community works together. This needs to be recognized and added in the following places:
In the Preamble under “Partnership” “global solidarity” should be complemented by “shared responsibility” to make clear that we all have to act - according to capacities and levels of development.
We must complement the vision and insert a para 10bis: “We will only be able to achieve this vision through a new global partnership, which should transform and strengthen the way in which the international community works together. It is convened in a spirit of shared responsibility and global solidarity.”
In the chapter which is explicitly dedicated to global partnership and MoI – either in para 59 or 62 insert: "the implementation of this agenda will be driven forward by a new Global Partnership for Sustainable development that should transform and strengthen the way in which the international community works together. It will be guided by the principles of universality, shared responsibility, mutual accountability, consideration of respective capabilities and a multi-stakeholder approach.”
