Monsieur le President,
Le debat de ce matin nous donne ('occasion de mettre ('accent sur la question
cruciale de la coordination inter-agences . Dans le domaine de ('eau, beaucoup d'efforts
ont deja ete faits . Je pense notamment a la revitalisation d'UN Water [programme de
coordination inter-agences sur l'eau] .
Comme d'autres, je tiens a saluer la mise en place par le Secretaire General, le
22 mars dernier, d'un « Conseil Consultatif pour ('Eau et I'Assainissement » . Nous en
attendons beaucoup et notamment une amelioration du suivi et de ('evaluation des
actions dans le domaine de ('eau . Nous comprenons qu'il recevra, dans sa mission de
conseil aupres du Secretaire General, I'appui des organes des Nations Unies, et
notamment d'UN-Water et du Joint Monitoring Program (JMP) . Au vu de leur experience
de terrain, le Secretaire General pourrait peut-etre envisager la nomination, au sein de
ce Conseil, de representants d'organisations non gouvernementales actives clans le
domaine de ('eau et de I'assainissement .
Les outils et mecanismes permettant une coordination inter-agences et un suivi
de la question de ('eau au sein du systeme des Nations Unies se mettent ainsi
progressivement en place . Au-dela, la question se pose d'un suivi inter-gouvernemental

de ces questions. Comment suivrons-nous, tant au niveau national qu'international, la
mise en ceuvre des recommandations que nous adopterons lors de la prochaine session
d e.la CDD 13 ? Comment ces recommandations seront-elles prises en compte dans le
cadre de la decennie internationale sur ('eau, entre 2005 et 2015, decidee par la
derniere Assemblee Generale des Nations Unies ? Nous aurons certainement a
debattre de ces questions lors de la prochaine session .
Au-dela, it reste encore a conforter les modalites existantes de recueil des
donnees . Nous devons en effet disposer de donnees fiables, comparables, regulieres et
cela a differentes echelles : nationale, regionale, sub-regionale . II nous faut tendre a la
constitution d'un cadre permettant un suivi regulier des objectifs du Millenaire .
Naturellement, nous devons progresser de fagon pragmatique en partant de ce qui
existe dans le systeme des Nations Unies : le Conseil consultatif, les differents
mecanismes de coordination inter-agences existants, les commissions economiques
regionales . D'autres acteurs pourraient egalement etre associes a cette demarche . Je
pense en particulier que le IV eme Forum mondial de ('eau en 2006 a Mexico pourrait
apporter une contribution tres utile a ce debat . Sa preparation, et notamment la tenue de
forums regionaux, devrait permettre de mieux prendre en compte les caracteristiques
propres de chaque region .
Dans cette perspective, la France vient de demander au Conseil Mondial de ('eau
de realiser un etat des Iieux .de toutes les actions relatives au suivi des objectifs du
Millenaire et de Johannesbourg . Cet etat des Iieux devrait permettre d'avancer des
propositions

Mr. President,
The debate this morning gives us an opportunity to highlight the crucial question
of inter-agency coordination . In the case of water, considerable efforts have already
been made . I am thinking in particular of the revitalization of UN Water [inter-agency
coordination program for water] .
Like others, I wish to applaud the establishment by the Secretary-General of a
consultative committee for water and sanitation . We expect a great deal from it,
especially better follow-up and assessment of water-related actions . We understand
that as a consulting body to the Secretary-General, it will have the support of UN
agencies, specifically UN-Water and the Joint Monitoring Program (JMP) . In light of
their experience in the field, the Secretary-General might consider the appointment, in
this Council, of representatives of non-governmental organizations active in the field of
water and sanitation .
The tools and mechanisms for inter-agency coordination and follow-up to water
issues in the UN system are thus gradually being put in place . Beyond that, there is the
question of inter-governmental follow-up of these issues . How will we monitor, at both
the national and international levels, implementation of the recommendations that we will
be. adopting at the next session of the CSD 13? How will these recommendations be
taken into account in the context of the International Water Decade between 2005 and
2015 decided by the last UN General Assembly? We will certainly have to discuss these
matters at the next session .
Beyond this, there still remains the need to strengthen the existing modalities for
collecting data . We must have regular, comparable and reliable data at various levels :
national, regional and sub-regional . We will have to seek the establishment of a
framework that will allow for regular follow-up to the Millenium goals . Naturally, we must
move forward pragmatically, building on what exists in the UN system : the consultative
council, the various existing inter-agency coordination mechanisms, and the regional
economic commissions . Other actors could also join in this effort . I think in particular
that the 4th World Water Forum in Mexico in 2006 could make a very useful contribution
to this debate . Its preparation, especially the plan to hold regional forums, should make
it possible to take the specific characteristics of each region into greater account .
In this perspective, France has just asked the World Water Council to prepare a
report on all the actions relating to follow-up of the Johannesburg and Millennium goals .
Any country interested in this issue is most welcome to join us in our thinking . Based on
this report, it should then be possible to put forward proposals .
