Co-facilitators,
I have the honour to speak on behalf of the EU and its Member States.
Given the ongoing collective effort to agree the Addis outcome document, our intention is not to duplicate detailed discussions here this afternoon. It continues to be our position that the Addis outcome should constitute the overarching Means of Implementation pillar of the post-2015 agreement. In this context we understand that the zero draft language is really a placeholder text, as clearly indicated in the footnote. So we do not intend to engage on the text at this stage.
I would however simply like to recall again our rationale:
• We want to secure a high level of ambition both in Addis and at the Post-2015 Summit. This means securing the best possible outcome in Addis, and then for this to be fully integrated in post-2015 agenda. This is the best way to ensure that the post-2015 agenda is effectively supported and implemented across the board, without unnecessary duplication or inconsistency. We see integration as a precondition for maximum effectiveness, efficiency and impact.
• Addis is fully capable of being the MOI pillar for post-2015. Monterrey and Doha have left us excellent legacy. We need to build on their comprehensive approach by recognising changes underway in the world. Addis, framed in terms of balanced approach to three pillars of sustainable development with financial and non-financial means of implementation, and with a multistakeholder approach, is broad enough to support the effective implementation of the post-2015 development agenda.
• The integration of Addis as the MoI pillar for post-2015 would enhance the visibility and profile of the Addis outcome, by linking it to Heads of State and Government Summits in September and beyond. A single, robust monitoring, accountability and review framework would lead to much stronger implementation and follow-up for both post Addis and post-2015, leading to better outcomes for all.
• The Addis agenda overlaps so greatly with the post-2015 agenda that it would be neither effective nor practical to deal with them separately.
• We are committed to discuss matters thoroughly through the Addis process. Hence, we see no reason to reopen issues dealt with in Addis.
Only a comprehensive and integrated approach to post-2015 and FfD will generate the transformation that we are looking for. The poorest and most vulnerable countries would have most to gain from such an approach.
Once the Addis outcome is agreed, which we hope will be very soon, we are confident that we will collectively find the most appropriate way to pragmatically integrate it in the zero draft for September, and will engage constructively with others in this regard under your leadership.
