on the relationship between FfD and Post-2015 processes, including coherence between respective outcome documents

I have the honour to speak on behalf of the EU and its Member States.
At the outset, let me thank the 4 co-facilitators for their effective handling of the meeting last week and we trust that under their leadership the joint session this week will help us ensure the necessary coherence between the two processes.
We fully agree with the approach you presented on Friday that the Addis work should be comprehensive and have the ambition to address the full range of Means of Implementation for the SDGs and form the MoI pillar for the post-2015 development agenda to be agreed in September. Furthermore we agree with the need for a shift from business as usual and the necessity for us to move from FfD to the universal framework that is Financing for Sustainable Development.
We believe that one of the main tasks before us this week is to clarify the relationship between Addis and Post-2015 processes, with a view to ensuring that the outcome of our deliberations in the next few months, at the Addis conference and then at the September summit, yields a strong result capable of moving the world firmly in the direction of ending poverty and realizing sustainable development.
In order to do so we consider that the establishment of a strong Global Partnership, including all aspects of the means of implementation – both financial and non-financial, is a crucial element; and that is why we consider entirely fitting that the Addis conference is geared towards deliberating on these issues. It will be also crucial to maintain the balance achieved across all seventeen SDGs defined in the OWG document.
We continue to support the view that that for credibility, consistency and impact, the Addis outcome should be framed as the comprehensive MoI pillar of the post-2015 agenda, addressing in a balanced way the three dimensions of sustainable development, while not being limited to the MOIs contained in the SDGs proposal. We would not expect the Post-2015 outcome to include major MoI elements which had not been addressed in Addis. It is also important not to reopen issues settled in Addis. This approach is fully consistent with our support for a single process of monitoring, accountability and review.We note and are open to discuss the co-facilitators' view that the Addis outcome document should include action in cross-cutting areas which are critical in successfully achieving poverty eradication and sustainable development. But it is important the FfD framework, in a balanced way, addresses issues and identifies actions relevant to all goals and targets.
So we believe that focus of the Addis outcome document should be on how different financial and non-financial means - domestic public resources, enabling policies etc. - can contribute to implementation of whole framework, including areas identified by co-facilitators.
We believe it is important to already offer some thoughts on the coherence between respective outcome documents. In this regard we would welcome clarity from Co-facilitators on their ideas on the relationship of Addis outcome document with the post-2015 outcome document.
We continue to support the idea that final Post-2015 outcome document should consist of four elements: political declaration; goals and targets; global partnership/MoI; and a framework for monitoring, accountability and review. We also need to consider how the Global Partnership/ MoI element of the post-2015 outcome would relate to Goal 17 and the MoI targets under each goal.
We now clearly need to decide how the Addis outcome can become the MoI element of the Post-2015 agreement and are confident in the leadership of the 4 co-facilitators. We are of course ready to consider all good ideas for how the respective outcome documents should relate to one another, with the objective of not renegotiating the same issues.
We are prepared to consider a range of options for achieving this. One option would be to integrate the Addis outcome fully into the post-2015 package. This would ensure that none of the complexity and richness of the agreement was lost in transposing it to the Post-2015 agreement. This option would best be served if the Addis outcome was drafted in a leaner and more focused way so as to fit easily within the post-2015 outcome.
A related option would be to endorse the full Addis outcome as the MoI pillar of the Summit package.
Another option would be to agree by Addis a condensed version of the outcome document to be included in the Summit package. It will have to reflect well the overall balance of the full Addis outcome, as well as the balance of the SDGs and it should also contain the concrete actions and initiatives that may be agreed in Addis.
The discussion of options should proceed rapidly. We need to be sure that further deliberations on the Addis draft take full account of how it could most usefully be crafted for a successful post-2015 outcome.
At the end of the day the Addis outcome should be consistent with the MoI targets in the SDGs proposal and support implementation of all Post-2015 goals and targets.
