Thank you for a very useful discussion paper. My delegation fully aligns itself with the statement of the European Union made today and yesterday. We would like to add a few additional points in our national capacity.
For ensuring the implementation of the post 2015 agenda, agreeing on a comprehensive and efficient approach for monitoring, accountability and review is a key. This approach should be based on national ownership with an effective framework at all levels – national, regional and global.
We would like to indicate that several countries already have multi -stakeholder monitoring and review mechanisms for monitoring sustainable development at national level. For example, in Estonia, inter-ministerial working group on sustainable development issues consists of members from all the line ministries. Stakeholder involvement is structured via Estonian Sustainable Development Commission of non-governmental organizations which holds regular meetings and acts as an advisory body to the Government.
Monitoring and review framework of the post-2015 agenda should enable countries to use existing national monitoring systems for the post-2015 framework. We encourage learning from the experience of other countries and we see a great role in exchanging best practices at the regional level as well as contributing to the global level.
Estonia as a small country would like to stress the importance of avoiding any duplication in monitoring and review process at national, regional and global level. Therefore, we support the EU´s position on the need for one overarching monitoring and review framework for the post -2015 agenda including the means of implementation to be agreed at Addis Ababa Conference.
On the final remark, as in March session, we would like to underline that the opportunities of innovation and ICT should be considered when elaborating the review, accountability, monitoring framework of post-2015 agenda.
