Distinguished Co-facilitators,
I would like to associate my remarks with the statement made by the Republic of South Africa on behalf of the Group of 77 and China, the statement made by the Nigeria on behalf of the African Group, and by the United Arab Emirates on behalf of the Arab Group.
First, allow me to thank you for your efforts and we would like to seize this opportunity to assure you of my delegation’s support to bring the negotiations to a successful conclusion by end of this week.
Co-facilitators,
With regards to the issue of technical proofing, we would like to reiterate our position on opposing any changes or opening of the Open WORKIGN Group document, we believe that the political balance reached in this document can be jeopardized if we allow any changes to the goals and targets. Nevertheless, and in light of our commitment to engage constructively in this negotiations we are willing to show flexibility with regards to addressing this issue, within reasonable parameters and as part of an overall package.
On the issue of the MOIs, we support, in general, the language provided by the Co-facilitators, however we don’t support the annexation of the Addis Ababa document, as we believe Paras 61 & 62 capture the essence of the agreement reached in Addis and the relation between both tracks.
With regards to Para 64 on the Technology Facilitation Mechanism, we believe that the para needs further amendments. Within the negotiations on the Addis Ababa Action Agenda certain arrangements and agreements were reached with regards to replicating the language of Para 123 of the Addis document in the Post 2015 Development Agenda; goodwill and political capital were invested by both developed and developing on reaching this compromise. We call on all member states to support and respect this compromise.
