Distinguished Co-facilitators,
On the onset I would like to express my country’s appreciation for your condolences, and those expressed by H.E. the distinguished Permanent Representative of South Africa, and H.E. the distinguished Permanent Representative of Mozambique, and the Distinguished Permanent Representative of the Kingdom of Jordan, on the tragic incident that took the lives of 21 innocent Egyptians. Egypt condemns this hideous and barbaric crime that was committed by terrorist groups, and we emphasis that such demonic acts cannot and should not be associated with any religion, nationality or civilization.
My delegation would also like to reiterate that achieving sustainable development will continue to elude us as long as international efforts are not mobilized to combat Terrorism, address its causes and drain it sources of finances.

I would like to associate my remarks with the statement made by South Africa on behalf of the Group of 77 and China, the statement made by Mozambique on behalf of the African Group and the statement made by Jordan on behalf of the Arab Group. My delegation appreciate your efforts as expressed in the element papers circulated last week, and like to highlight that the Declaration element of the post 2015 development agenda should reflect the following:
1. The universality and voluntary nature of the Agenda; respect of human rights including the right to development; gender equality and the empowerment of women and girls.
2. It should be concise, ambitious, recognize that poverty eradication is the overarching objective and is an indispensable requirement for sustainable development; build on the principals expressed in the outcome document of the Rio+20 particularly the Principle of Common but Differentiated Responsibilities CBDR; and the report of the Open Working Group on Sustainable Development Goals which will be the main basis for integrating sustainable development goals in the agenda.
3. It must recognise the differentiation in capacities and circumstances among countries; reaffirm the importance of respecting the various religious, ethical and societal values of member states, territorial integrity, sovereignty and policy space; and emphasis the need for integrating the three dimensions of sustainable development in a balanced fashion in the agenda.
4. Recognize the development challenges facing Least Develop Countries, Small Island Developing States, Land Locked Developing Countries, especially in Africa, and Middle Income Countries, where three quarters of people living in poverty are residing.
5. The importance of providing the necessary Means of Implementation for the implementation of the Agenda, noting that achieving the transformative and ambitious agenda requires increasing ODA commitments to 1% of Gross National Income, achieving previous commitments/ strengthening capacity-building/ build on the recommendations and outcomes of the Four one day structured dialogue on the possible arrangements for a facilitation mechanism to promote the development, transfer and dissemination of clean and environmentally sound technologies, as contained in the summary prepared by the President of the sixty-eighth session of the General Assembly/ ensuring an open, non-discriminatory and equitable multilateral trading system that ensures market access/ the need to address the issue of sovereign debt in a sustained manner.
6. Recognize the need for global commitment to sustainable consumption and production, to ensure sustainability and protection of earth that can be achieved through the collective efforts of governments and the different stake holders, especially the private sector.
7. That achieving peace and inclusive societies can only be realized through global cooperation on combating terrorism that must include addressing its root causes and draining its sources of finance; and condemning attempts to associate terrorism with any nationality or religion, particularly the Islamic religion.
8. The need to remove obstacles facing the realization of the rights of people living under occupation to self-determination, which negatively impacts their ability to achieve economic and social development.
9. The need for a follow up and review process that is voluntary, state-led, acts as a platform to exchange experiences, lessons learnt and provide for further means of implementation, and will include national, regional and global follow ups and reviews of the achievements of SDGS; including the fulfillment of commitments on Means of Implementation.

In concluding let me assure you of my delegation’s commitment to engage constructively, noting that my delegation requests that the outcome of the sessions on the Declaration element, including all issues of divergence, shall be reflected in the zero draft to be presented by May 2015 in accordance with GA decision A/69/L.46.
