Thank you Mr. Chairman.
Once again I do wish to congratulate you on your leadership and the work you have carried out during this
session, and I wish to congratulate the members of the panel and the distinguished speakers.
Mr. Chairman the delegation of the Dominican Republic is present here primarily to follow up on the proposal of
H.E. Dr. Leonel Fernandez, President of the Dominican Republic, who proposed at the 2005 U.N. World
Summit last September, a Summit of World Leaders to concretely address the increase in world oil prices.
I would like to quote part of his statement before the U.N. World Summit:
?To deal with the adverse effect for the well being of the peoples of the world, which the current
volatility of oil prices is causing, it is absolutely essential as a matter of urgency for there to be a
SUMMIT OF WORLD LEADERS in order to concretely address solutions to this great problem,
which could clearly be referred to as the last attack on the development of the developing countries.
We are convinced that holding a meeting of this nature, of this magnitude, humanity could be
assured and have greater hope that the most powerful forces which today are having an impact on
the world, will find a way of making it possible for all of us to move towards tranquility, peace and
progress?.
Mr. Chairman, today we have heard the distinguished representative of the World Bank, Ms. Katherine Sierra,
Vice-President for Infrastructure and Network Head, mention that in order to attain the MDGs, the world needs
greater access to energy services for the developing countries, the poor in particular, the millions and millions of
people that live with less than one dollar a day, particularly in Africa, they need access to energy services.
Also the numbers that the representative mentioned, just to meet the MDGs, amount to energy investments of
U.S. $200 Billion Dollars. Mr. Chairman, I wish to reiterate once again the proposal of Dr. Fernandez made

before the World Summit and today I want to reiterate this due to the fact that these figures and the evidence
given by the World Bank require global decisions at the level of Heads of States and Government.

Gracias Sr. Presidente.
Quiero una vez más felicitarlo por su labor y liderazgo en esta sesión, y a través del suyo a los miembros del
panel y todos los destacados oradores hoy.
Sr. Presidente, la Delegación de la República Dominicana esta aquí presente principalmente para dar seguimiento
a la propuesta del Excelentísimo Sr. Presidente de la República Dominicana, Dr. Leonel Fernández donde
propuso en la Cumbre Mundial de las Naciones Unidas este septiembre pasado del año 2005, una Cumbre de
Líderes sobre los precios de petróleo. Quiero citar parte de su discurso antes de dicha cumbre:
?Para conjurar, aún con carácter preventivo, las consecuencia nocivas para el bienestar de los
pueblos del mundo que la actual volatilidad de los precios del petróleo está provocando, se hace
imprescindible que con carácter de urgencia se realice una CUMBRE DE LÍDERES MUNDIALES
para presentar soluciones alternas a este grave problema que bien puede ser calificado como el
último azote a la prosperidad de las naciones en vías de desarrollo.
Estamos firmemente convencidos que con la realización de un cónclave de esta naturaleza y
magnitud, la humanidad dormiría más tranquila, pues albergaría la esperanza de que las fuerzas
más poderosas e influyentes que hoy gravitan sobre el mundo, encontrarían la fórmula que hiciere
posible que todos nos encaminemos por un sendero de tranquilidad, de sosiego, de paz y progreso?.

Sr. Presidente, como hemos escuchado hoy, la destacada representante del Banco Mundial mencionó que para
poder cumplir con los ODM el mundo necesita mayor acceso a servicios de energía para los países en vía de
desarrollo, los pobres especialmente, 1.1 mil millones que viven con menos de un dólar diario, especialmente de
África, requieren acceso a servicios de energía.
También, los números que mencionó dicha representante del Banco Mundial, Sra. Katherine Sierra,
Vicepresidenta para Infraestructura y Directora de Redes, estiman que sólo para cumplir con los Objetivos de
Desarrollo del Milenio, requieren inversiones en energía que suman a US $200 Mil Millones de Dólares para el
sector energético si queremos cumplir con los ODM. Sr. Presidente quiero reiterar una vez más la propuesta del
Presidente Fernández que fue hecha ante la Cumbre Mundial y hoy en día reiterarlo por el hecho de que esos
números y la evidencia expresada por el Banco Mundial requiere decisiones del nivel de los Jefes de Estado y
Gobierno del mundo.

session, and I wish to congratulate the members of the panel and the distinguished speakers.
Mr. Chairman the delegation of the Dominican Republic is present here primarily to follow up on the proposal of
