Statement by the C hinese Delegation on the Outcome Document of UNCSD 2012
at the Second Session of Its Preparatory Committee
(New York, 8 March 2011)
Mr. Chairman,
The Chinese delegation associates itself with the statement of G-77 and China.
What UNCSD 2012 can achieve is of crucial significance as it involves the role and
credibility of the UN in global governance, and bears upon the well-being and
development of the current and future generations. The Chinese delegation believes
that the international community should seize this historical opportunity to work
under the guidance of the princ iples of the Rio Declaration, build consensus and
strengthen cooperation in order to achieve forward-looking and action-oriented
substa ntive results at UNCSD 2012 so as to give new impetus to the global
sustainable development agenda.
It is the consensus view of this session that the principles and objectives set at the
Rio Conference are still valid and that it is imperative for the international community
to enhance coordinatio n and implementation, and respond to new issues and
challenges effectively. The two themes to be discussed at the Conference , namely,
green economy and institutional framework for sustainable development, are both
means to achieve sustainable development.
First, the outcome document should follow the Rio spirit; focus on finding gaps,
clarifymeans of implementation, and give integrated attention to all the three pillars
of economy, society and environment to avoid selectivity so as to identify the way
forward for the comprehensive advancement of the global sustainable development
agenda.
Second, the outcome document should give full expression of the political will of
all countries, encourage wide participation of the international community, enhance
various forms of partnership, and promote coordinated implementation at
international, regional and national levels.
Third, the outcome document should pay special attention to the situation and
needs of the developing countries, present concrete a nd effective measures to
strengthen the monitoring of the fulfillment of international commitments so as to
provide strong external support to the achievement of sustainable development by the
developing countries.
Fourth, consultations on the outcome doc ument should be open and transparent
and ensure full and in-depth participation of the developing countries. The
consultations should be led by member states and it is necessary to seek as much as
possible the views and proposals of relevant international organizations and major
groups. While the Third PrepCom and inter-sessional meetings should be fully
utilized as the main negotiation channels, regional and national preparations should
also be encouraged to contribute positively to the outcome of the Conference. At the
current stage it is not appropriate to pre-set the format of the outcome document.

The Chinese delegation supports the Bureau’s suggestion on a consultation
roadmap. We hope that all parties would take a constructive approach, seek common
ground and shelve differences and actively participate in the preparatory process and
the consultations on the outcome document. China is willing to work together with all
parties for the success of UNCSD 2012 so as to make it a new and impor tant
milestone in the global cause of sustainable development.
