Talking Points on Institutional Framework for Sustainable Development

The Chinese delegation associates itself with the statement of the
Group of 77 and China. Here I’d like to make some additional points:
First, the core of sustainable development lies in the coordinated
development of the three pillars of economic development, social progress
and environmental protection. Any institutional framework for sustainable
development must be centered on these three pillars without particular
emphasis on any one at the expense of others.
Secondly, in building an institutional framework for sustainable
development, priority attention should be given to enhancing capacity
building of the developing countries and increasing financial support to them.
It is necessary to set both short-term and long-term objectives in this regard
in order to provide the utmost help to the developing countries in striving for
sustainable development.
Thirdly, building an institutional framework for sustainable
development is a systemic endeavor which involves multiple aspects.
Therefore, it is necessary to fully heed the views of member states and
advance this endeavor in a gradual manner.
Fourthly, as the only organ within the UN system responsible for
considering the question of sustainable development, the Commission on
Sustainable Development should further strengthen its role. Countries should
continue to support the work of the Commission and effectively enhance its
role of policy guidance.
