Statement by Ambassador Wang Min on the Declaration of Post-2015 Development Agenda at the Second Session of the Intergovernmental Negotiations on Post-2015 Development Agenda


Mr. Co-Facilitators,

China associates itself with the statement by South Africa on behalf of G77 and China. Thank you for providing elements for the Declaration on Post-2015 Development Agenda, and making positive efforts for the intergovernmental negotiations process. The element paper to some extent reflects the previous discussions among member states, reiterates the principle of “common but differentiated responsibilities”, and contributes to facilitate member states’ further discussion.

China attaches great importance to the post-2015 development agenda, and has seriously studied the elements of the Declaration proposed by Co-Facilitators. We would like to share the following views on the Declaration:

First, the Declaration should be based mainly on the “Rio+20” Outcome Document and the preambular paragraphs of the Report of SDGs, elaborate on the significance of the Post-2015 Development Agenda. The declaration should reflect visions of the international community to enhance a new international relationship based on win-win cooperation, commitment to strengthen solidarity and cooperation, jointly address challenges to eradicate poverty, and promote the common development.

Second, the Declaration should reiterate the purpose and principles of the Charter of the United Nations, “Rio Principles” and other important principles of international development cooperation, particularly those guiding principles such as respecting diversity of development models, “common but differentiated responsibilities”. Post-2015 Development Agenda will be a reference for countries to formulate national development strategies and guide for international development cooperation in the future. Meanwhile, the agenda should be flexible enough to take into consideration differences in national circumstances, capacities and stages of development while respecting their development policies and priorities.

Third, the Declaration should adhere to the eradication of poverty and development as its core, ensure balanced integration of the three dimensions of sustainable development, namely economic, social and environmental. The six elements proposed by the synthesis report of the SG are lack of consensus among member states, and deserve further discussion. The Declaration should reflect the international consensus on development issue, and avoid any deviation from the theme of development by inclusion of too many irrelevant issues. Efforts also should be made to avoid introducing controversial political issues to the discussion of the Declaration, which will jeopardize the process of the Post-2015 Development Agenda.

Fourth, the Declaration should reflect the international community's political will on creating a fair, open and orderly international economic environment. It is imperative to safeguard a multilateral trading regime that is free, open and non-discriminatory, improve global investment rules, deepen further the reform of the international financial institutions, enhance regional interconnectivity and communication, promote regional economic integration, mobilize more resources for development, enhance market access for developing countries, establish rules conducive to development, so as to create a favorable international environment for all countries.

Fifth, the Declaration should enhance global partnership for development and its means of implementation. On the basis of the eighth target of the Millennium Development Goals, international community should strengthen more fair and balanced global partnership for development, with inter-governmental North-South cooperation serving as the main channel. South-South cooperation and Private Sectors are complementary. Developed countries should honor on their ODA commitments, and establish and improve mechanisms for technology transfer to support capacity building for developing countries.

China will fully support and cooperate with the Co-Facilitators, constructively participate the inter-governmental negotiations on Post-2015 Development Agenda, and make positive contribution to the adoption of an equitable, inclusive and sustainable Post-2015 Development Agenda.
