Statement delivered by Mr. Abdallah Bachar Bong, counselor at the Permanent Mission of the Republic of Chad to the United Nations during the last round of negotiations on the Post 2015 Development Agenda
Distinguished co-facilitators,
We support the statements delivered by the G77, the African Group, the LDCs and the LLDCs.
In my national capacity, I want to make the following statement.
I have a suggestion, don’t take on board most of the proposals made by delegations. If you make substantial changes at this late hour, we will go backward from where we are.
Co-facilitator,
I have few language proposals and other points in response to some suggestions that will strengthen the text and preserve the delicate balance you crafted.
In the preamble, we prefer the detailled one, but we are ready to work on your alternative suggestion with the folowing additions :
On Planet, to make it punchy, we need to add after managing its natural resources sustainably « take urgent action to combat climate change ».
On Peace, the current formulation needs to be strenghtened using the fist line of para 34 « Sustainable development cannot be realized without peace and security ; and peace and security will be at risk without sustainable development ». This proposal was supported by many delegations.
We also want to see a reference to teorrorism which is a big threat for peace and security.
In the declaration :
Add « lacs » before river in para 9 ;
We don’t support proposal to add « review conferences » in para 11, because it’s was mined by reservations in the SDGs outcome document ;
We support paragrapgh 12 in relation to the principle of common but differenciated responsabilities, but we expect a strenghtened reference to be applied to the 3 dimensions of sustainable development ;
We support the inclusion of « all internationally recognized » human rights in paragraph 20 ;
We support all references to sex in the text, instead of suggestion to replace it by Gender ;
We support suggestion related to water and sanitation .
In the SGDs section :
Add in para 50, after which includes a chapeau contextualising the latter « and position expressed by member states ». In connexion to that and the footnote 1 in page 13, after which was welcomed in its entirety, add « the addendums, including the reservations ».
In the means of implementation :
We support the retention of the section, and emphasize on the need to keep from para 58 to 67 ; but we suggest to add at the end of para 60 « we will help countries in situation of conflict and post conflicts to adress their specific challenges and priorities »
We call for the addition of para 45 from your previous version.
