NOTES FOR THE OPENING ADDRESS
TO CSD-12 (2004) :
OVERALL REVIEW OF IMPLEMENTATION OF
INTERNATIONAL SUSTAINABLE DEVELOPMENT AGREEMENTS

Merci, Monsieur le President.
Le Sommet mondial sur le developpement durable qui s'est tenu a Johannesburg en
aoOt et septembre 2002 a constitue une etape cruciale pour la communaute
internationale qui dolt remplir son devoir le plus fondamental : creer un monde plus
prospere, plus equitable, plus propre - un monde plus durable en fait - pour
nous-memes, pour nos enfants et pour les generations a venir. Apres le Sommet du
millenaire, ceux de Doha et de Monterrey, les Sommets du G8, le Sommet mondial de
Johannesburg constitue le dernier d'une serie impressionnante de forums
internationaux destines a appuyer le developpement .
Au Sommet de Johannesburg, les gouvernements, dont celui du Canada, ont reitere
leur attachement a Action 21, et ils ont convenu d'un Plan de mise en oeuvre serieux et
substantiel qui enonce des priorites et des mesures precises dans toute une serie de
secteurs vises par le developpement durable . De plus, les partenariats de type deux du
Sommet representent un modele inedit pour mener des initiatives concretes et pour
permettre aux gouvernements, aux organismes multilateraux, au secteur prive et a la
societe civile de progresser . Nous sommes heureux du fait que bon nombre de ces
partenariats ont une composante canadienne, qui sera mise en evidence au Salon du
partenariat du CDD-12.
Devant I'ampleur du programme du Sommet de Johannesburg, sa mise en oeuvre est
devenue la responsabilite d'agences et organismes specialises tres divers, ainsi que de
mecanismes ad hoc. Bien entendu, les organismes multilateraux et bilateraux d'aide et
de financement jouent eux aussi un tres grand role en s'assurant de respecter les
priorites des pays en developpement dans le domaine du developpement durable, et
de le faire en coordonnant bien leur action . Quant a notre Commission du
developpement durable des Nations Unies, elle a subi de profondes reformes pour
mieux promouvoir la mise en oeuvre d'Action 21 et des resultats du Sommet de
Johannesburg.
Sustainable development has been a long standing commitment of the Government of
Canada . The concept has been well-integrated into federal legislation, policies and
programs, both at home and through our international cooperation efforts .
It is in this light that Canada is firmly committed to fulfilling its role in support of
achieving the MDG and WSSD targets . Now let me focus on the issues before us :
water, sanitation and human settlements . It is difficult to deal with one issue in isolation
of the others . But let me start with water as a lens from which to begin discussion on
SD.
Canada recognizes that clean, safe water is an essential element vital to both humans
and ecosystems.
Canada's pledge to sustainable development does not cease at the domestic level .
Canada is deeply-rooted in advancing sustainable at the international level as well .
Internationally we support the achievement of the Millennium Development Goals and
the Johannesburg Plan of Implementation for better access to safe drinking water and
basic sanitation in Africa, Asia, and the Americas .
Further, Canada recognizes the important perspective that women bring to the
management of water resources . While the linkages between water and women are
being increasingly identified and recognized, there is still a long way to go in achieving
water resource management systems that adequately incorporate the needs of women,
particularly those in developing countries . Currently, the Government of Canada is
working towards strengthening this connection - between women and water, in its own
programming and policies, and through its international assistance .
Colleagues, it is our hope that the newly organized CSD will help bring these challenges
to the forefront of the global agenda, and that we may collectively see sustained
progress on these pressing issues .
