Statement by
Dr. CHHUN Vannak, Head of Cambodia’s Delegation
At the 2nd Inter-Sessional Meeting on Rio+20, New York, 16 December 2011
Thank you Mr. Co-Chair. I would like to congratulate you on being elected.
The form and structure of the Zero draft should be simple and concise; Regional Reports and
Green Economy Roadmap are to be annexed; the zero draft should be organized in three
parts:
For the introductory part, it recalls the Key Rio Principles, in particular Common but
Differentiated Responsibilities; Recalls the UN General Assembly Resolution 64/234; Raise
major gaps from the past implementation; Define a shared vision of sustainable
development. Then, it highlights the objectives of the Rio+20: Renew political commitment.
Part on Green Economy in the Context of Sustainable Development and Poverty Eradication:
Define Green Economy and its specific goals, and also identify tools and means for the
implementation; address challenges of a transition to a green economy for developing
countries and Less Developed countries, including financing, technology transfer and capacity
building; incorporate low-carbon building measures.
Part on IFSD: should indicate a coherent institutional arrangement, cooperation and
coordination among the UN institutions to deliver as one; The IFSD should have clear
functions to integrate the three pillars of the sustainable development in a balanced
approach, and be a guideline for the implementation of the green economy; for effective
governance of one common institution, the IFSD is to include a multistakeholder engagement
