Statement by Delegation of the Republic of Cabo Verde
Joint Session on FfD and Post-2015 Development Agenda

At the outset, let me express my heartfelt thanks for your leadership in conducting in wisely manner these two important processes aiming at shaping and striving for a better future for all.
Co-facilitators,
Cabo Verde aligns itself with the statement delivered by the representatives of South Africa, Niger and the Maldives, on behalf of G77 and China, African Group and AOSIS, respectively. We would like to underscore the following remarks in our national capacity.
Being aware that we are at a historic crossroads, it is important to know how we can make a difference in setting the path for sustainable development and what legacy will be conferred to future generations.
It is our view that we can have positive effects and be more efficient if we are able to bridge the gap, accomplish unfinished business on MDG8 through an action-oriented global framework on means of implementation for sustainable development goals. In this context, Addis Ababa Accord must provide concrete outcomes and bold commitments to be incorporated into the Post-2015 Development Agenda.
The need for a paradigm shift, as all delegations in this room recalled in several occasions, relies also on recalibrating the level of ambitions generate with the SDGs proposed by the OWG and on setting up clear description of its adequate and appropriate MoIs.
Investing, with the most effective, efficient and coherent funding modalities, in industrialization, resilient infrastructure, energy (renewable), agriculture, innovation and human capital as well as addressing climate change and its
impacts (with relevant and adequate finance) remain critical to eradicating poverty, promoting sustained economic growth and ensuring the right to development to people.

It is our understanding that it is vital to strengthen effective means of implementation and give adequate support to countries in special situations, such as African countries, SIDS, LDCs, LLDCs and Middle Income Countries. The allocation of financial resources should be based mainly in development needs of these countries, taking into account their specific realities. This is an approach that should also be further emphasized in the context of economies in transition and have suitable consideration by donor community, essentially by international financial institutions.
In this particular, Cabo Verde believes that adequate financing and other MoIs should be provided to graduated countries to Middle Income Country status in order not only to prevent unsustainable debt but also setbacks in their development and consolidate the achievements made.

A collective action of all countries and an enhanced global partnership for development are required to give response to our development challenges.
As rightly enshrined in SAMOA Pathway, genuine and durable partnerships will play an important role in advancing sustainable development by harnessing the full potential of engagement between governments at all levels, businesses, civil society and a wide range of others stakeholders.
Finally, Co-facilitators, it is extremely important to define the basis of a Renewed Global Partnership for sustainable Development, the clear role of all stakeholders as well to consider the ways to follow up its implementation.
