Brazil aligns itself with the statement delivered by South Africa on behalf of G-77 and China. I would like to add the following comments in my national capacity.
The means of implementation are a fundamental and cross-cutting component of our agenda. Although many of us believe that the means identified so far are still insuficient to implement all the SDGs, we acknowledge that this is what we been able to achieve so far both in our track and in the FfD process. The question is how and where to articulate this issue in our Agenda, mantaining a strong call for full implementation of commitments and greater ambition on delivering on all MoIs.
We should retain in the political declaration a section dedicated to “Means of Implementation”, which will provide broad political messages on the matter. The Means of Implementation negotiated and adopted by the OWG and the UNGA must continue to be fully integrated in the SDG framework, which is indivisible. Goal 17 and MoI targets are central to the Global Partnership for Sustainable Development, which is to be complemented and supported by the Addis Outcome.
The issue of MoI will also deserve particular attention in the follow-up and review session, following the chapter which we are now addressing. We will have specific comments and language proposals about this when we get to that debate.

The third chapter of our Agenda can be concise and focus on key elements related to means of implementation, as proposed by the Group of 77 and China. We see no problem in having a concise third chapter, provided that its elements are consistent and ambitious.
The Global Partnership for Sustainable Development should be mentioned upfront, as the first paragraph of chapter three, which should also affirm our commitment to deliver adequate means of implementation to support developing countries in implementing the SDGs. It should clearly state that “means of implementation are a fundamental component of our Agenda and an indispensable requirement for its successful achievement”.
There is also a need to clarify that the Global Partnership for Sustainable Development is composed of SDG 17 and the MoI-related targets, which, in turn, are part and parcel of the integrated and indivisible framework of sustainable development goals and targets.
A subsequent paragraph should reaffirm our commitment to implement the Addis Ababa Agenda, which will support the Global Partnership for Sustainable Development, reflecting the language of paragraph 19 of Addis Outcome.
We should welcome the Addis Outcome in the political declaration and reaffirm the commiment of all Member States to implement it in accordance with their respective capabilities.
We should by all means reproduce paragraph 123 of the Addis Outcome in its entirety, including bullet points, as agreed among delegations during negotiations. The Technology Facilitation Mechanism is one of the novel and important deliverables relevant to the post-2015 agenda. This should be made clear by reflecting all the paragraphs that give it form and substance in the September outcome package.
The inclusion of the entire paragraph on the TFM has been agreed as part of the understanding to negotiate this issue in the context of FfD preparatory process. We strongly believe that this agreement needs to be honored, as mentioned by several delegations from developed and developing countries today.
