Suggestions for discussion on the institutional framework for sustainable development

We wish stress that sustainable development is a key element of the overarching framework for
United Nations activities, in particular for achieving the internationally agreed development goals,
including the Millennium Development Goals, and those contained in the Johannesburg Plan of
Implementation;
Reiterates that the Commission on Sustainable Development is the high-level body responsible for
sustainable development within the United Nations system and serves as a forum for the
consideration of issues related to the integration of the three dimensions of sustainable development.
In strengthening the institutional framework for sustainable development, we believe that the CSD
must be the central. We must allow it to better fulfill its fundamental roles and effectively confer
orientation, including the capacity to comprehensively assess the actual and potential impacts of
existing and emerging technologies on the environment in light of the Rio Precautionary Principles
An enhanced role of the Commission should include reviewing and monitoring progress in the
implementation of Agenda 21 and ensuring coherence in the UN system and the fulfillment of
commitments to support developing countries in the implementation of the Agenda. The
Commission should also be able to do an assessment of the actual and potential impacts of trade,
financial, and economic policies on sustainable development and make appropriate
recommendations.
