SPEECH BY THE PLURINATIONAL STATE OF BOLIVIA DURING THE SECOND
PERIOD OF SESSIONS OF THE PREPARATORY COMMITTEE OF THE UNITED
NATIONS COMISSION ON SUSTAINABLE DEVELOPMENT
New York, March 8, 2011
The delegation of the Plurinational State of Bolivia believes that the result of Rio+20
should cover the following outcomes:
1. A shared vision on the gaps and emerging issues in the 21st Century, such as the
multiple crises regarding the environment, food, the economy, energy and water. This
shared vision should conclude by reaffirming the renewed commitment to sustainable
development.
2. A second outcome should consist of a Strategic Action Plan for facing the
implementation gaps and new emerging issues including initiatives, actions and
commitments in the three pillars of sustainable development to advance the agreed
shared vision. This Strategic Action Plan should contain:
? Mechanisms for facing all the issues that have been insufficiently implemented
since the 1992 Rio Conference, such as financial assistance for development,
effective technology transfer from developed to developing countries, basic
services, food security and agricultural production, the issue of equity, and
unsustainable patterns of production and consumption, among others.
It should also include:
? Concrete proposals for facing the economic and financial crisis, the energy crisis,
the food crisis, the environmental and climate crisis, the water crisis, and the
ecological limits to life on a finite planet.
3. A third outcome of the Rio+20 Conference should address the issue of Global
Governance for Sustainable Development, in which there is an examination of the
institutional arrangements to develop the three pillars and construct a coordinating entity
for the economic, social, and environmental pillars in the framework of the United
Nations.
