Let me begin by congratulating both the co-facilitators, for presenting the “final draft” dated July 8th 2015. This is an improved draft, which reflects broadly the discussions of the last meeting on the zero draft.
My delegation would like to flag the following specific points:
We particularly wish to thank you for incorporating standalone paragraph 37 on migration. We add our voice to those delegations that have proposed further strengthening of the language in paragraph 37 highlighting the positive contribution of migration to inclusive growth and sustainable development.
We like to underscore that the preamble and introduction must highlight MDGs - to build on the achievements of the MDGs and to address unfinished business of MDGs. In this regard, we fully align with the language proposed by the distinguished chair of G77 this morning for the preamble and paragraph 3 in the introduction.
Mr. co-facilitator, my delegation see merits in adding the word “development” in the title as it is important to set the tone in the title of the global agenda which will succeed MDGs.
We appreciate the strengthened language on the role of parliaments in current draft in paragraph 41. We believe, however, the interaction with parliamentary institutions, for instance IPU will be a useful inclusion and will further strengthen the text.
Co-facilitators, any document can be continued to be crafted beautifully by adding flourishing vocabularies. However, we need to be pragmatic at this stage of negotiation and should adhere to agreed UN languages in order to avoid ambiguity. Specific examples have already been mentioned in the G77 statement this morning, hence considering time constraint, I refrain from repeating those examples.
Para23: Talks about access to learning to all, but unfortunately “migratory status” is left out from the listing . We propose to add “migratory status” after the word ethnicity in the second line.
Para24 : We support the suggestion made by Ambassador of Palau to include behavioral disorder , however we would also like to see the inclusion development disorders. So the last sentence would read : …..tackling non-communicable diseases including behavioral and development disorders.
Para 30 : is a balanced paragraph . We propose to add right to development in the third line after human rights and to maintain agreed UN language of post conflict counties instead of countries emerging from conflicts.
Para32: to add the “revitalized” before means , so the first line would read: ……deals with the revitalized means required for implementation ….
We will revert to para 33 once we discuss the 3rd chapter on MOIs.
Also we believe that the Sendai outcome demands consideration for inclusion under the implementation.
