We align ourselves with the statement delivered by the distinguished Chair of G77.
We would like to take this opportunity in our national capacity to precisely underscore few points as well as flag some queries on which my delegation and as I heard this morning, many delegations are thriving for more clarity.
Follow up and Review is essential for effective implementation of Post-2015 Development Agenda in its entirety. This follow up and review frame work has to be an in-built part of the "Agenda" taking into account the different circumstances and dimensions of vertical and horizontal linkages of follow up and review framework. While all the SDGs need to be followed up under a voluntary follow-up and review framework, it should not merely be a reporting mechanism neither should be used for naming and shaming, rather it should be intended to implement the Agenda with a constructive spirit . The achievements, challenges and gaps to be indentified for with the aim to have an impact on the implementation Post-2015 development agenda. It is indeed important for all the actors and stakeholders to understand this critical aspect and to follow it at all levels of the framework.
Goal-17 on MOI needs to be followed up and reviewed under the purview of the Post 2015 Development Agenda, without pre-judging the review and follow-up progress to be determined for the FFD track.
Mr. Co-facilitator, we have a clear picture on the vertical linkage of the follow-up framework, which is seen under the national purview. Follow-up and review at the national level will be nationally owned and states led process and will be based on national contexts and priorities considering the level of development of individual states.
However, we need to have more clarity on the regional and global level follow-up as how the horizontal linkages will work? Follow up and review of partnerships and all actors at all stages are indeed imperatives for implementing our shared commitments and shared responsibilities.
Regarding the modalities of HLPF, a hybrid forum designated to oversee the Post-2015 Development Agenda, needs more clarity on how HLPF will embrace and accommodate the wide Post-2015 Development Agenda within its limited 8 working days and then within its 4 years cycle. This also demands an enhanced synergies between General Assembly, ECOSOC, UN Agencies and other UN processes.
The multilayered follow up and review process again need some clarity. How the several layers will harmonize and how will these layers complement or substitute or minimize duplication among each other.
Mr. co-facilitator, we very much look forward hearing from delegations on the points raised by my delegations.
