Declaración de la Argentina sobre África
La Argentina acompaña la posición del Grupo de los 77 y China relativa a
África.
Los costos de producción en África son más bajos que en cualquier país
desarrollado. El precio de los productos, por tener costos de
producción más bajos, determina una ventaja comparativa y una alta
competitividad potencial. Sin embargo, esto no se plasma en la
realidad ya que el continente africano se enfrenta con barreras
exorbitantes al comercio que eliminan esa ventaja
comparativa e impiden que África explote todo su potencial productivo.
Por ello es necesario liberalizar los mercados en el sector agrícola y
mejorar el acceso al
crédito.
Creemos que un nicho de oportunidades muy interesante para África es
la producción orgánica, en la que posee una ventaja comparativa dada
la abundancia relativa de mano de obra. La Argentina es uno de los
productores orgánicos más importantes a nivel mundial, por lo que
apoyara los incentivos a este tipo de producción en África y la
transferencia de know how en la materia, en la medida que no se creen
nuevas barreras y distorsiones al comercio a partir de sistemas de
certificaciones, estándares o etiquetados que obstaculicen el acceso
a los mercados.
Para combatir la pobreza en África, pensamos que es fundamental
diseñar políticas de desarrollo rural dirigidas a incorporar a los
pequeños productores a los mercados locales e internacionales.
También es crucial la lucha contra la desertificación, dada la
estrecha vinculación de este fenómeno con la pobreza. Las políticas
para combatir la desertificación deben integrar los conocimientos
científicos con los conocimientos tradicionales locales. Las
iniciativas de las comunidades locales y el apoyo que se le brinde a
la sociedad civil serán claves para este fin.
La Argentina acompañará las medidas tendientes a fomentar el
desarrollo sostenible de África y subraya la importancia de la
cooperación internacional a tal fin, especialmente en lo concerniente
a la transferencia de tecnología y al desarrollo de capacidades.
