    The pandemic made us change the way we live and relate to others, showing us that the only way to move forward and leave no one behind is by joining forces. Through the sessions of the State Council of the 2030 Agenda in Yucatan, multiple stakeholders united with the purpose of being active participants in the creation and implementation of programs that helped reduce the consequences of the health and economic crisis for the Yucatecans. One of these multi-stakeholder alliances is Yucatán Solidario. This initiative was designed jointly between civil society, the business sector and government, to supply more than 80% of the state's municipalities with food and medicines during the lockout

    Implementation of the Project/Activity

    Yucatan Solidario initiative had seven stages of implementation that respond to the objective of the program following a certain chronology to ensure its success. Considering that it was planned and executed quickly, given the contingency, the implementation was carried out as follows: 1) Identification of the problem: lockdown was crucial for curbing the spread of the Covid-19 pandemic, however, it caused a negative impact in the economy of the most vulnerable families, losing their main incomes and struggling to survive hunger. 2) Strategic Planning: Fast and efficient planning was needed in order to implement this initiative as quickly as possible, as well as indicators to support its monitoring and improvement. 3) Multi-stakeholder alliances: Collaboration between different sectors was essential. Creating and tightening the bonds through a work plan developed together. 4) Intervention Design: Design the logistics protocol detailing all activities to be implemented, and the multi-stakeholder linkage strategy, as well as the creation of the web page. 5) Implementation: Activate the logistics protocol and all the previous planning of the project. 6) Socialization and communication: in order to raise a higher number of support packages, strong advertising, and social media strategy were implemented by all actors, to engage all members of society in this effort. 7) Monitoring and information: Collect data in a reliable and accurate way through the webpage and the reports given by the businesses and other benefactors, to be able to evaluate the actions carried out by all the actors. Every week, this information was given to the responsible for the initiative and the collaborators.


    The first of the results to highlight is the opportunity of the State to establish alliances that could promote the 2030 Agenda. Thus, facilitating not only the monitoring of the SDGs but also the implementation of actions that could respond to the adversities faced by Yucatan during 2020. The program reached coverage in more than 80% of the state's municipalities, becoming an essential factor to mitigate COVID-19 consequences. According to information gathered from the webpage and from the benefactors, as of December 2020, about 1600 tons of perishable food and nearly 500 packages of different supports, including personal hygiene supplies and medicines, were delivered in 91 municipalities of Yucatan. Additionally, it has benefited more than 70 institutions of social assistance, including canteens, shelters, or associations of community support. The number of beneficiaries rises up to more than 1 500 000.

    Enabling factors and constraints

    The main factor that enabled the success of this initiative was the institutionalization of the Agenda and the solid foundations that were created in 2019. The creation and operation of the Council, as well as its Specialized Committees and their respective Work Plans allowed or rather, were the basis to strengthen a multistakeholder partnership that knew how to respond before the crisis. In the same way, we are sure that the strong work in communication, dissemination, and training in the state regarding the principles of the Agenda was a key factor to rally the people and demonstrate that working together is the way forward.

    Sustainability and replicability

    This initiative does not require a representative capital investment, it is feasible to replicate in other territories. It only needs a platform and the willingness of every sector of the society to cooperate and join efforts. Yucatan Solidario allowed us to increase the benefits and beneficiaries of the aid and support already given by the solidary initiatives, businesses, and the government. It is noteworthy to mention that this program can be adapted to different territorial, infrastructural and cultural contexts, creating ramifications within the initiative that can cause a greater impact. Moreover, it can be adapted to all areas where people face natural disasters and contingencies, creating resilience and social welfare systems to respond to emergencies. It is worth mentioning that Yucatan Solidario was one of 50 global actions that were nominated and recognized with the Solidarity Award awarded by the UN SDG Action Campaign, during the High-Level Political Forum in July 2020.

    COVID-19 Impact

    Covid 19 has been a big challenge for everyone, but especially for the people already in a vulnerable situation. This initiative was a response to the consequences that society, the private sector, and the government observed in the early stages of the pandemic. Thus, it was this contingency what pushed the Yucatecans to rise up as a single society, united to help each other, thus, preventing any further detriment in their quality of life and ability to recover

    Other beneficiaries

    This multi-stakeholder initiative joins efforts of more than 30 local businesses, 50 Civil Society Organizations, and solidarity associations, in coordination with government offices, and the participation of civil society. As mentioned before, the beneficiaries are more than 1,500,000 Yucatecans that were in a situation of poverty or vulnerability due to the consequences of the COVID 19 pandemic
