    Description

    The partnership is based on several projects with various SIDS, namely Saint Lucia and Barbados. The projects consist in the financing of certain interventions aimed at strengthening the emergency response against the COVID-19 crisis. In particular, the partnership also looks at the national emergency preparedness plans in response to COVID-19. The partnership will support and increase resilience of the health sector in facing both the pandemic effects and the disruptions that cascade as an effect of the pandemic. The project is key to first, save human lives and second, to regain the society's health, stability and normal functioning.

    Implementation of the Project/Activity

    The partnership and the projects consist of sovereign loans to the government of Saint Lucia and to the Government of Barbados, respectively, to finance eligible investments in the health sector of the country in order to respond to the COVID-19 pandemic. The final beneficiaries are the Ministry of Health and Wellness of Saint Lucia and the Ministry of Health and Wellness of Barbados. The partnership and the projects also benefit from technical support to support the Ministries during the Implementation phase.

    Arrangements for Capacity-Building and Technology Transfer

    Both the ministries shall set up a proper project implementation structure, acceptable to the Bank in terms of staffing and responsibilities, having at least one dedicated procurement specialist and it shall be financed from own sources, proceedings of the loan or any other identified and available source.

    Coordination mechanisms

    The partnership is based both on financial assistance and technical support to support Saint Lucia and Barbados during the implementation phase of the project. The EIB is closely coordinating the implementation of the project with the Government of Saint Lucia and the Government of Barbados as well as with other local partners in the country, to ensure complementarities with other SIDS partnerships undertaken by the EU, as part of the Team Europe approach.
