    In 2024, the Blue Nature Alliance met with over 70 experts from 37 organizations. These marine conservation and capacity development leaders came from MPA networks, universities, government, and nonprofit organizations. Together we launched the Scaling Global MPA Capacity to Reach 30x30 Initiative to better understand the systemic challenges facing MPA capacity, develop a global strategy to address them, and design a Community of Practice (CoP) to shepherd the strategy. This first look at the system’s structure and drivers showed us what the system is set up to produce, and the factors contributing to this dynamic.

    The Initiative found that the marine management system overall is failing to protect marine ecosystems and benefit people. To overcome challenges, the Initiative identified three leverage areas where the capacity development field can have the highest impact to strengthen enabling conditions at organizational and societal levels. Based on a systems framework, the Initiative developed a global strategy to guide collective action to shift the marine management system. The strategy consists of three main elements:

    Make MPA Capacity Development Matter: is about prioritizing the role of capacity development in management and the need to keep durable capacity development as the key element to achieving management effectiveness, ensuring it is a top priority for decision-makers. The CoP will work to increase investment in this role of capacity development by:

    - Finding better ways to measure and communicate impact
    - Articulating a narrative for how MPAs matter to multiple sectors and broader sustainability goals
    - Sharing the narrative for how consistent delivery of capacity development is essential to the effective management of the MPAs

    Build Political Commitment and Resilience to Support MPA Effectiveness:
    To bring marine conservation out from the margins and work across sectors, our collective political and technical Influence needs to expand. This portfolio intends to define, demonstrate, and advocate how inclusive stakeholder constituency building can increase the base and diversity of public and private resources committed to long-term MPA capacity.

    Ultimately political resilience will grow and MPA benefits will span beyond current administrations. In this way we can scale long term conservation and social impact that MPA’s can provide over time.

    Generate “Just Right” Funding:
    This pillar is about securing additional funding for capacity development and how to distribute funding effectively. This requires reimagining the status quo funder – NGO - government pipeline. Our intent is to partner with funder collectives to innovate how philanthropy can institutionalize consistent, effective delivery of MPA capacity. Initiatives could include things like designing and testing new grant-making approaches in different regions for MPA Capacity that ensure more impactful, less fragmented, and longer-term grant-making that equitably supports Global South priorities.

    At the core, we will cultivate a CoP by articulating and disseminating the systems framework, defining an equitable and transparent governance model, attracting capital to support the strategy, and promoting a culture of learning and knowledge exchange. This allows the CoP to drive aligned strategic actions at regional, national, and site levels that are locally responsive yet globally connected.
