Description
Within the framework of the state’s efforts aimed at strengthening Ration Card system and ensuring the sustainability of the flow of subsidized goods at various distribution outlets, the Ministry of Supply and Internal Trade plays its role to ensure the provision of basic commodities including wheat, sugar, oil, rice, pasta, fresh and frozen meat, chicken and fish, with the aim of achieving market stability in the event of global trade imbalances, due to the state's own reserve. - The ministry's plan aims at maintaining a strategic reserve of 3-6 months of products and commodities offered for consumption, ensuring reaction against unexpected flaws in import procedures in addition to providing basic commodities. - The system includes replacing main food commodities (oil - sugar - rice) with food or non-food commodities of up to 50 commodities (increasable), citizens have the freedom of choice according to their needs, within the limits of financial support Determined for each individual within the ration card system” - The supply system aims primarily to extend social protection umbrella for all eligible groups, especially after Covid-19 pandemic, 568,911 ration cards were issued for (breadwinner women - irregular employment – pensioners) in the budget of the fiscal year 2020/2021, as well as the addition of newborns to ration cards for the most vulnerable social groups “Solidarity and Dignity” “Takaful wa karama” . - These efforts are supported by the introduction of the bread points system, which provides the opportunity for "ration card holders" when saving a quantity of the bread determined for them per month. Each individual within the ration card system receives 50 pounds per month up to four Individuals in one card and more than that receive 25 pounds. As for bread, the citizen can get a daily ration of 5 loaves, at a value of 5 piasters each with a maximum of 60 loaves per 3 days, the citizen gets a point for each saved loaf (point value = 10 piasters) collected in the Ration Card at the end of the month, citizens will then get a variety of goods for its value.
The impact is divided into: short-term outcomes ; long-term outcomes ● The short-term outcomes include: 1) Providing subsidy for eligible groups. 2) Sustaining the financial support allocated to Baladi bread by reducing manufacturing costs through the transformation of bakeries powered by diesel to work on natural gas. 3) Providing main food commodities on an uninterrupted basis at reasonable prices. 4) Treatment of malnutrition within targeted groups. ● The long-term outcomes are: 1)Gradual reduction of poverty. 2) Achieving Egyptian food security. 3) Improving the standard of living of the Egyptian people, especially the most vulnerable groups 4) Improving health and education index in Egypt, because a better health level and education is based upon obtaining better and sustainable food. 5) Raising the quality of the life index for the Egyptian citizen.
