    Description
    Intro

    Work carried out in a period of 150 (one hundred and fifty) days, divided in 3 stages, after analysis and technical engineering approval, which verifies the viability of the work and social analysis that aims to identify social vulnerabilities.

    Objective of the practice

    • Promote work and income with the vulnerable population, through the execution of paving works of public roads with interlocking blocks, made by the prisoners of the Penitentiary Complex of Maranhão.<br />
    • Execution of small works and complementary services, in partnership with Non-Governmental Organizations - ONGs, representatives of the beneficiary communities.<br />
    • Assure resources in the LOA (Annual Budget Law), aiming to meet the expansion of the project.<br />
    • The demand for labor exceeds the number of workers the work could take.<br />
    • The demand for paved streets, in search of infrastructure improvements, seeking to propitiate the mobility of these communities, was greater than the supply.<br />
    • The rotation of these workers was implemented in each stage, in accordance with the physical / financial schedule of each work.

    Partners
    The launching of Public Call Notice for the celebration of a partnership with Non-Governmental Organizations – ONGs was accomplished, with state financial expenditure.
    Implementation of the Project/Activity

    • Identification of territorial areas of greatest social vulnerability, identifying counties with the lowest IDH (Urban Development Index).
    • Implementation of the legal basis, with the creation of Law 10.505, due to Decree No. 32.197, standardization of the action with the elaboration of the Memorandum Descriptive and Normative Instruction.
    • Approval of the qualification of Non-Governmental Organizations - ONGs and effectiveness of the financial transfer of the 1st installment corresponding to 20% of the resources.
    • Monitoring and supervising of the work, during the entire execution period, inspection reports made by the engineering services, issuance of notices when detected and compliance with deadlines for corrections, aiming to assure and correct any inconsistencies during the process.

    Results/Outputs/Impacts
    Implementation of 122 (a hundred and twenty two) projects in 22 (twnety-two) municipalities in the state of Maranhão, paving 298 (two hundred and ninety-eight) public roads, generating the minimum conditions of survival, work and income for 6,540 (six thousand five hundred and forty) workers living in poverty. Providing infrastructure conditions, improving the quality of life of the community who's getting the benefits, generating urban and rural mobility, raising the self-esteem of ONGs with the partnership. Dissatisfaction generated by frustrated expectations of the residents of roads not contemplated with the project.
    In order to meet the needs of these communities, the Public Appeal, grants ONGs the opportunity present a new project contemplating new ways of the community it represents, after the completion of the current work in execution and compliance with the requirements for presentation of accounts and after analysis is approved.
    Enabling factors and constraints
    • The great acceptance of the project by the communities;
    • Budget / financial availability for project execution;
    • Paving with interlocking blocks gives conditions of labor without specific qualification, under the guidance of an engineering professional, to have the possibility of execution of the work;
    • The limitation of the territorial area of the project in the Call for Public Call restricted the participation of other municipalities of the State;
    • The geographical conditions of some communities that do not fit the criteria established by the Descriptive Memorandum, regarding the items: longitudinal grade, "street box" - wall-to-wall width, total roadway extension, rough terrain (erosion);
    • • Technical study of engineering was elaborated, generating Technical Note, aiming to increase the number of ways to be benefited in relation to the street box;
    Sustainability and replicability
    Making a comparison between industrial asphalt industrialization ( which is costly, causes degrading environmental impact, occupies a small number of labor, suffers great heat, is not comfortable to pedestrian traffic) with paving with interlocking blocks, which has high durability; regular and non-slip surface, providing comfort to the user; less public lighting due to its lighter color; less energy absorption, minimizing the effect of heat island, lower cost also manufactured in an industrial way, but uses machines that are easy to handle and do not require specialized labor, less environmental impact and greater occupation of labor, generation of labor and income.
    Conclusions

    Through the program MUTIRÃO RUA DIGNA, 6.540 jobs were generated for UNEMPLOYED PEOPLE, WITH LOW SCHOOLING AND NO PROFESSIONAL TRAINING. 298 public roads were paved with interlocking Interlocks and execution of small works and complementary services of infrastructure in 30 counties with lower human development index and in the 4 counties of the island of São Luís-MA, generating better conditions of mobility and inclusive and sustainable urbanization, implemented through a partnership with the residents&#39; associations of the territories that implement the works that manage the Program, with responsibility and autonomy reaching the goals of generating employment opportunities for the residents. The blocks for the construction of public roads in the counties of the metropolitan region of São Luís are produced by the prisoners of the Penitentiary of São Luís-MA generating income, decreasing their and increasing human dignity.
