Durante décadas, Chile y el mundo han basado su crecimiento económico en un modelo productivo que ha generado una profunda crisis climática y de biodiversidad; crecientes desigualdades, y, a nivel local, un estancamiento de la productividad, una canasta exportadora con bajo nivel agregado, y un importante número de conflictos socioambientales. En ese contexto el gobierno se ha comprometido a avanzar hacia un nuevo modelo de desarrollo productivo sostenible. Lo anterior significa buscar un equilibrio de las trayectorias económicas, sociales y ambientales, donde el desarrollo económico sea consistente con la carbono neutralidad y la conservación de los ecosistemas y su biodiversidad, generando mayor bienestar social, empleos de calidad, mayor productividad y mayor equidad. Lograr un desarrollo productivo sostenible requiere diversificar y complejizar nuestra matriz productiva a través del uso y creación de conocimiento, maximizando y distribuyendo de manera justa las rentas, y generando mejores condiciones de vida para los habitantes de nuestro país. En base a este objetivo, la Ley de Presupuestos del Sector Público de 2023 creó un nuevo programa presupuestario denominado Desarrollo Productivo Sostenible (DPS), con una asignación de $172.765.474 USD, el cual permite avanzar en la implementación de una política industrial moderna, orientada a responder a los desafíos nacionales, y que tiene tres características a destacar: 1.Su financiamiento proviene de una parte de los recursos extraordinarios que el Estado recibe por el alto precio del litio. En otras palabras, estamos invirtiendo ingresos transitorios en capacidades productivas que generarán más y mejores ingresos permanentes para el país. 2.El uso de los recursos del programa para la inversión en ciencia, tecnología, innovación y desarrollo productivo en Chile. 3.Para poder abordar correctamente estos desafíos, la implementación de este programa se realiza a nivel interministerial. Se trata, en la práctica, de un programa presupuestario multisectorial, que permite la acción coordinada de diversos ministerios y agencias.
