    El objetivo general de la Política Género-CTI 2040 es el de impulsar un mayor -y mejor- acceso y progresión de las mujeres (como sujeto) en los entornos científicos, tecnológicos y de la innovación de nuestro país, promoviendo sus derechos, oportunidades y talentos; así como asegurar la incorporación transversal del género (en tanto que objeto) en toda la actividad CTI, desplegar la capacidad de la CTI para contribuir a lograr la igualdad de género en la sociedad, como condición indispensable para alcanzar el desarrollo sostenible (propósito) y, como sustento de todo ello, crear una institucionalidad y ecosistema comprometidos, incluyentes y capaces de hacer realidad las transformaciones necesarias.

    Implementation of the Project/Activity

    2040 comenzará por la puesta en marcha de un Plan de Acción 2023-25 con un horizonte de ejecución hasta el 2024. Para el arranque de este primer periodo se ha considerado la puesta en marcha de un total de 29 medidas, con incidencia en cada uno de los ejes de incidencia planteados. Con el Plan de Acción 2023-2025 se pretende dotar a la Política de una orientación que vaya más allá del periodo de la presente administración, estableciéndose como un compromiso real de país, más allá de los cambios políticos, sociales y económicos que se produzcan a lo largo de las próximas décadas. Tras este primer Plan de Acción 2023-2025, la Política se desplegará mediante Planes de Acción quinquenales

    Arrangements for Capacity-Building and Technology Transfer

    Realización de eventos para la transferencia del conocimiento en los que se den a conocer lecciones aprendidas relacionadas con los proyectos aprobados, ejecutados y con los retos sociales a los que hacían frente.

    Coordination mechanisms

    Se designará con este rol a la Unidad de Género en Ciencia, Tecnología e Innovación de la SENACYT, que se creará en el marco de la Política y su correspondiente Plan de Acción, quedando adscrita a la Oficina de Planificación de la Secretaría. Su principal objetivo será la de facilitar la articulación del ecosistema de CTI en materia de igualdad de género, asistir al Comité Directivo, apoyar la dinamización de las Mesas de Trabajo y contribuir al seguimiento/monitoreo de las acciones comprometidas en la Política Género CTI 2040. Junto a ello, tendrá la función de promover el avance de la SENACYT en su objetivo de convertirse, hacia adentro y hacia afuera, en una institución referente en igualdad de género como parte esencial de su vocación de excelencia. Para ello le corresponderá, entre otras actividades, la coordinación de la Comisión de Género, así como el impulso, acompañamiento, seguimiento y evaluación de la Política dentro de la SENACYT.

    Evaluation

    El monitoreo y evaluación de la Política de Género en CTI y su Plan de Acción es condición sine qua non para su ejecución con éxito y así está estipulado en el propio documento que rige la misma como un compromiso asociado a su correcta gobernanza y gestión. El monitoreo y la evaluación son dos elementos esenciales en la ejecución de cualquier política pública. Por un lado, el monitoreo permite recolectar, analizar y utilizar información para hacer el seguimiento al progreso de la Política, en favor de la consecución de sus objetivos, y para orientar las decisiones de gestión. Por su parte, la evaluación es una herramienta que sirve no solo para verificar el uso oportuno de los recursos asignados, sino también para sumar a un proceso de aprendizaje para perfeccionar la política. Hacer políticas es un fenómeno complejo que se sustenta en mecanismos de aprendizaje y desarrollo de capacidades institucionales que se despliegan a raíz de la acumulación de experiencias previas. Por tanto, la tarea de evaluación periódica de la Política Género CTI 2040, a través del diseño y evaluación de planes de acción quinquenales, es un eje crucial de la implementación de la misma, porque asegura la posibilidad de aprender de las prácticas pasadas, de replantear prioridades e identificar nuevos mecanismos poniéndolos en comparación con los anteriores a través del conocimiento de sus impactos. En este caso, le corresponde a la SENACYT la tarea de liderar una vez más este proceso, de la misma manera que lo viene haciendo con el PENCYT. Como es evidente, deberá contar con el apoyo tanto del PNUD como de los diferentes agentes intervinientes en el conjunto de la acción (especificados en el capítulo 2, bajo el apartado “Actores centrales y aliados”), a través de los órganos de gobernanza. De igual forma que con el PENCYT, a nivel interno, el sistema de seguimiento y evaluación de los Planes tendrá el apoyo de la Unidad de Indicadores de la SENACYT para recabar información estadística relevante para el monitoreo y evaluación de los planes, en concreto, y de la Política, en general. Para avanzar en el proceso de evaluación de las medidas puestas en marcha, la SENACYT adoptará instrumentos de evaluación adecuados. Por tanto, la primera tarea de este proceso de monitoreo y evaluación es la de determinar y desarrollar los indicadores con los que se evaluará el impacto, resultados, funcionamiento, el alcance, los avances y la calidad de las medidas de la política que se pondrán en marcha mediante los consecutivos planes de acción. Al mismo tiempo para disponer de resultados de la evaluación en plazos cortos, el número de indicadores que se generen deben ser efectivos, pero también ajustados en número. Se establecerán, por otra parte, sistemas de evaluación entre pares. La Unidad de seguimiento de metas institucionales de la SENACYT integrará las metas de los Planes de Acción de la Política Género CTI 2040, en un trabajo conjunto con la Unidad de Indicadores de la Oficina de Planificación y las Direcciones correspondientes. El primero de estos Planes será objeto de una evaluación intermedia en el año 2024, previéndose nuevas evaluaciones periódicas de la Política y sus Planes cada dos años. Evaluaciones que, como se ha indicado, deberán presentarse formalmente al CICYT. Además del análisis de los indicadores de impacto y resultados definidos en párrafos anteriores, se llevará a cabo un ejercicio colaborativo de proyección a mediano y largo plazo de cada uno de los ejes y medidas, contando con todos los actores concernidos.

    El desarrollo inclusivo y sostenible, impulsado por la CTI, debe por tanto materializarse con igualdad de género, lo que significa integrar tres aspectos: participación (las mujeres como agentes activas, con el protagonismo que les corresponde, y no como secundarias), consideración (ser tenidas en cuenta en su diversidad, atendiendo a sus experiencias, necesidades y prioridades a lo largo del curso de la vida) y relevancia (centralidad en las agendas públicas y sociales, para superar la desigualdad y equilibrar el poder). Es en estos tres aspectos en los que la CTI debe precisamente establecer su intersección con la igualdad de género: • En la participación, asegurando una presencia equilibrada de las mujeres entre quienes se desempeñan trabajando y liderando la CTI, siendo SUJETOS activos, co-protagonistas del cambio. • En la consideración, asegurando que la CTI se realiza teniendo en cuenta las realidades diferenciales, prioridades, pensamiento y maneras de hacer, junto a la diversidad interseccional, de las mujeres y niñas como OBJETO de esa CTI. • En la relevancia, asegurando que la CTI asuma como PROPÓSITO explícito la consecución efectiva de la igualdad de género en la sociedad, que será imposible de lograr sin su contribución. Es en estos tres EJES (más un cuarto transversal de INSTITUCIONALIDAD y GOBERNANZA) en los que se plantea la presente Política Nacional de Igualdad de Género en Ciencia, Tecnología, Innovación de la República de Panamá al 2040 que se muestra en este documento. Una política que tiene el gran reto de situarse proactivamente en un escenario futuro desconocido y lleno de incertidumbres que no va a ser la proyección del pasado que conocemos. Lo que sí sabemos es que sin las mujeres -sin sus agendas, voces, conocimientos y liderazgo- simplemente no habrá futuro.   En conclusión se beneficiará la población en general, ya que apostamos a un mayor crecimiento y desarrollo económico.
