    As part of the Project “Supporting Mexico’s Achievement of the Sustainable Development Goals through Open Government and Citizen Participation”, under the coordination of UNDP Mexico, in collaboration with the National Institute of Transparency, Access to Information and Personal Data Protection (INAI), GESOC A.C., ProSociedad and Gobierno Fácil (referred to as the Project’s Working Group), thanks to the cooperation of the United States Agency for International Development (USAID), the execution of this multi-stakeholder initiative sought to accelerate the implementation of the 2030 Agenda through the praxis of the guiding principles of open government. Via a bottom-up approach, this project articulated active citizen participation, transparency, accountability and co-creation strategies between citizens and public institutions, as vehicles to advance the three dimensions of sustainable development, contextualizing sound and innovative solutions to address the prioritized challenges of the targeted territory.

    One of the main components of the project was the Fellowship “Capacity Building Programme in Open Government and Sustainable Development for Local Agents of Change”. UNDP Mexico in collaboration with the Working Group provided technical support, incubation and seed capital to six acceleration projects designed and implemented by fellows graduated from both generations (2017-2018) of this Fellowship Programme (for more information please visit www.apertus.org.mx).

    These acceleration projects, built in the framework of open government and sustainable development, succeeded in building strategic bridges of collaboration between citizens, subnational governments, civil society, private sector, academia and other key actors. Hence, empowering active citizens by reaffirming the potential of a collective civic consciousness to promote and enable effective, accountable and inclusive institutions at all levels.

    In this context, six projects, designed and implemented by the fellows in coordination with the Project’s Working Group, were selected in the Mexican states of Tlaxcala, Quintana Roo, Chihuahua, Oaxaca, Veracruz and Campeche, linked by a common purpose: to act as social laboratories to co-create scalable and replicable routes of action seeking to strengthen open government practices as a pivot to accelerate the localization and progress of SDGs.

    The present Voluntary Acceleration Action elaborates on the project implemented in Quintana Roo, Mexico.

    The Open Government Accountability Exercise (Glosa de Gobierno Abierto) implemented in the State of Quintana Roo, Mexico, aims to empower citizens to participate actively in the accountability processes of state affairs, and transforming those reporting exercises into inclusive processes.

    The objective is to improve democratic effectiveness and to encourage the joint responsibility after cementing new co-creation relationships between government and society, reducing corruption, engaging citizen participation in the decision-making processes, and ensuring that public institutions are guided by an effective governance based on transparency, accountability, access to public information and the rule of law.

    The Open Government Accountability Exercise is the result of multi-stakeholder alliances and a process of co-creation and collaboration between subnational authorities and civil society organizations (CSOs) which conforms the Observatory of Public Policies and Commitments of Quintana Roo. In its first edition in 2018, participants included the Governor, nine ministers, eight citizens representing CSOs, and the principals of public universities.
    Expected Impact

    This multi-stakeholder exercise aims to include citizens in discussion panels with subnational authorities, opening a dialogue between the government and the people, to translate it into concrete agreements within the framework of the fundamental principles of Open Government.

    The Open Government Accountability Exercise (Glosa de Gobierno Abierto) was implemented following four main goals: (1) to make public and transparent the decisions that were made at the subnational level; (2) to make visible this Open Government practice so to empower citizens and strengthen their participation and engagement in public processes; (3) to institutionalize the next and second session of this Open Government Accountability Exercise; and, (4) to replicate and scale-up this open government practice and methodology in other states.

    Moreover, after producing a protocol of the construction of this Open Government Accountability Exercise, the aim is to facilitate the replication and scalability of this praxis in other states in Mexico.

    It is also expected that this mechanism, through multi-stakeholder dialogue and co-creation of public resolutions, will diminish co-opting or corruption by public servants as this exercise puts under citizen scrutiny public spending activities at the subnational level.

    The Open Government Accountability Exercise seeks to contribute to advance SDG 16, promoting just, peaceful and inclusive societies. Following this line of action, the project implemented in Quintana Roo aims to facilitate a transition into a more just, transparent and open institutions that offer to the citizens accountability and unimpeded access to public information. Indirectly, this will contribute to the progress of SDG 5 (gender equality), SDG 10 (reduced inequalities), SDG 11 (sustainable cities and communities) and SDG 17 (partnership for the goals), since the Open Government model will enable citizens and authorities to co-operate to tackle the main challenges of the subnational territory and to address the priority demands from the local population by co-creating innovative and sustainable.

    The implementation of this inclusive mechanism will lead to the strengthening of accountability instruments, while developing a multi-stakeholder route of action that may lead to the governor’s agreement of concrete public commitments derived from the dialogue and active participation within the framework of this Open Government Accountability Exercise.
