The Bazaruto Center for Scientific Studies (BCSS) is a pioneering research facility and the first permanent Ocean Observatory in Africa and the Western Indian Ocean (WIO) region. Based in the Bazaruto Archipelago National Park (BANP), BCSS is dedicated to the long-term monitoring of marine and coastal ecosystems through multi-ecosystem time-series research. Our overarching mission is to advance scientific understanding of environmental change, inform evidence-based conservation and policy decisions, and promote sustainable ocean stewardship in Mozambique and beyond.
Objectives and Implementation
The BCSS Ocean Observatory aims to:
1. Monitor key biogeochemical and ecological parameters related to climate change, ocean acidification, pollution, and human pressures across coral reefs, mangrove forests, seagrass meadows, open ocean, and deep reef systems.
2. Establish a long-term oceanographic reference site for the WIO region by generating high-resolution, continuous, and standardized time-series datasets.
3. Support national and regional conservation efforts by translating science into actionable insights for local, governmental, and international stakeholders.
Implementation is structured around four thematic areas, using stationary and mobile GPS-linked monitoring platforms. Observations occur continuously and on a monthly basis via moorings, floating devices, weather stations, hydroacoustic receivers, water sampling, biosampling, remote sensing, and multi-parameter sensors. This holistic approach enables spatial and temporal analysis of ecosystem health and change. BCSS collaborates closely with Mozambican ministries (MIMAIP, InOM, MCTES), is a registered research center (MCTES license nº 002/IICDTI/BCSS/2023), and holds multiple legal permits including a national diving license and IP rights.
Governance and Partnerships
BCSS operates under the BCSS Foundation (Fundação Centro de Estudos Científicos do Bazaruto), officially recognized by the Government of Mozambique. Governance is structured to ensure scientific integrity, transparency, and alignment with national priorities. The observatory’s research is developed in collaboration with local, regional, and international partners through signed agreements and MoUs. These include partnerships with government bodies, academic institutions, and global programs such as GEOTRACES, GOA-ON (UNESCO/NOAA-endorsed), and SIBER-SCOR.
Follow-Up and Data Sharing
BCSS is committed to open access and scientific transparency. All validated data are made publicly available through an open-access online platform, ensuring utility for researchers, policymakers, and community stakeholders. A standardized Data Request Form enables structured use of BCSS datasets, while periodic reports and scientific publications ensure consistent dissemination and follow-up. Findings are shared with decision-makers to influence marine policy, spatial planning, and sustainable development under Mozambique’s growing Blue Economy.

With over 90% local staff, BCSS is deeply embedded in the communities of the Bazaruto Archipelago. Our educational programs, employment policies, and knowledge-sharing initiatives reflect our commitment to inclusive conservation. By training local scientists and supporting global research, BCSS promotes sustainability through capacity building and collaborative innovation.
