Multisector network Estratégia ODS

    To strengthen the implementation of SDGs in Brazil, nine organizations created a network called Estratégia ODS (EODS). Founded in 2015, EODS aims to expand and qualify the debate regarding the SDGs in the country and to mobilize, discuss and propose effective means of implementation for this agenda through a multisector approach. Since 2019, EODS has implemented a project cofinanced by the European Commission, through which the network disseminates the 2030 Agenda and provides guidelines and technical support to the implementation of the SDGs by the private sector, local governments, universities, and civil society organizations.
    Expected Impact

    The organizations of the Steering Committee meet every two months to discuss the general terms and strategies of the network. The three organizations that implement the project “Strengthening the network Estratégia ODS” compose a Executive Committee and are responsible for the implementation of the project and the achievement of its goals, which are, in general terms: (i) expansion of members of the EODS network; (ii) raising awareness of multi-actors about SDGs with a focus on reducing inequalities; (iii) implementation of the SDGs by municipalities and audit bodies; and (iv) civil society organizations trained to implement and monitor the SDGs, with a focus on reducing inequalities. The network promotes debates, events, and workshops on SDGs, addressed to different stakeholders. In general, these events aim to disseminate the SDGs and to contribute with quality information and discussions on the subject. Four meetings (three at regional level and one at national level) between CSOs are planned, aiming to strengthen the commitment of the organizations to the 2030 Agenda. Added to that, EODS also provides workshops and technical support addressed to local governments on methodologies to SDG-oriented planning, with social participation and focused on reducing inequalities. With the private sector, EODS provides exchanges of experiences, content and suggestions aimed at incorporating the SDGs into corporate strategy or social investments, in addition to opening up possibilities for new financing for CSOs. All the materials produced by the network are available at its website and social media, as well as information on activities, events etc.

    Capacity

    The support provided to local governments on SDG-oriented plans and localization of the SDGs contributes to capacity-building at local level. Workshops, training and support materials that are offered to the public administration staff allow the retainment of information, skills, knowledge, and tools for the implementation of the SDGs and the replication of the acquired knowledge to other public bodies at local level. Added to that, EODS has promoted initiatives that aim to build, discuss and disseminate solutions to key issues related to the means of implementing the SDGs in Brazil. These are projects that aim to articulate opportunities for joint reflection and action between different sectors of society through experiences of co-producing solutions, intersectoral exchanges, methodologies, workshops, and guides on implementation.

    Governed

    The network is composed by a Steering Committee, an Executive Secretariat and the associated organizations. The Steering Committee is formed by the nine organizations that founded the network, representative of local governments, private sector, civil society organizations, and universities, which are Agenda Pública, Fundação Getúlio Vargas (FGV/EAESP), Programa Cidades Sustentáveis, Instituto Ethos, Grupo de Institutos Fundações e Empresas (GIFE), Fundação Avina, Fundação Abrinq, Rede Brasil do Pacto Global, and Frente Nacional de Prefeitos (FNP). This Committee is responsible for complying with its charter of principles, for monitoring the action plan and for adapting its activities to the objectives and purpose of the network. The Executive Secretariat, a rotative function among the organizations of the Steering Committee, is responsible for the general functioning and operationalization of EODS. And the associated organizations are part of the network, take part of EODS activities and, above all, commit themselves to the principles proposed in their charter, which includes the commitment of implementing and disseminating the 2030 Agenda. Besides the nine organizations that compose the Steering Committee, EODS is composed, up to this point, by 61 organizations of private sector, CSO and universities and 67 municipalities. To join the EODS, organizations must sign a membership term and commit to its Chart of Principles. The network accepts members from CSO, universities, private sector, and local governments. In the case of local governments, municipalities and states can be EODS members and the adhesion must be made by the Executive authority. Three organizations of EODS have implemented the project “Fortalecimento da Rede Estratégia ODS” (“Strengthening the network Estratégia ODS”) since 2019. The project is coordinated by Fundação Abrinq, in partnership with Agenda Pública and Frente Nacional de Prefeitos, and cofinanced by the European Commission. The project aims to strengthen the network and its support to the implementation of the SDGs at national level. In spite of being implemented by three organizations, the project strategies and activities are defined in coordination with the Steering Committee and counts with the participation of the network in its activities. Through the project, EODS has designed methodologies and provided support to local governments in the alignment of municipal planning instruments with the SDGs; disseminated the 2030 Agenda to the general public and to organizations of the three sectors; fostering CSOs to adopt and work with SDGs; and mobilized actors from different sectors in the SDGs implementation.
